托福GRE送分支付出现问题，尝试了Visa卡（这张卡在美国交换期间使用完全正常）和Paypal都出现下图问题，问客服后他们建议我换IE浏览器（一开始用的Chrome），换了还是不行。想问问有没有出现相同情况的朋友以及解决方法
