international students who held a valid study permit, or had been approved for a study permit, when the travel restrictions took effect on March 18, 2020
International students and their employers should consult Public Safety and Emergency Preparedness Canada’s Guidance on Essential Services and Functions in Canada During the COVID-19 Outbreak to determine if the work the student is doing would allow them to work more than 20 hours per week during the academic session.
This temporary rule change will be in place until August 31, 2020.
Students can study online from abroad until April 30, 2021, without affecting their eligibility or the length of a future post-graduation work permit, provided they are able to complete at least 50% of their program in Canada.
Students enrolled in programs between 8 and 12 months in length that started during the spring, summer or fall terms (from May to September) of 2020 will be able to apply for a post-graduation work permit if they complete their entire program outside of Canada.
Students enrolled in a program with a start date from May to September 2020 who study online up to April 30, 2021, and who graduate from more than one eligible program of study, may be able to combine the length of their programs of study when they apply for a post-graduation work permit in the future, as long as 50% of their total studies are completed in Canada.
As of July 1, 2020, Immigration, Refugees and Citizenship Canada (IRCC) will once again process online applications for visitor visas (including transit visas) and electronic travel authorizations (eTAs), to the extent possible.
However, due to current travel restrictions, applicants should keep in mind that, even if they apply and get a visitor visa or eTA, most people will not be able to travel to Canada at this time.
IRCC also continues to process study permit and work permit applications submitted online and permanent residence applications, to the extent possible. Paper applications for visitor visas, study permits and work permits will not be processed until further notice.
Changes Coming to Study Permit Approval Process
Immigration, Refugees, and Citizenship Canada (IRCC) has announced a temporary change to have 2-stage study permit approval process for overseas applications. IRCC will notify you when you pass the approval-in-principle stage (first stage approval) which includes eligibility assessment such as having a valid acceptance letter, sufficient funds, etc. Once you receive the approval-in-principle, you can begin studying online while abroad and have that time count towards your post-graduation work permit, as long as you receive a full approval of your study permit at a later date. Full approval will be granted once you meet all eligibility and admissibility requirements including biometrics and additional documents such as medical exam and a police clearance if needed.
