TOPIC: ARGUMENT2 - The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.
"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and housepainting."

The letter recommends the Deerhaven Acres should adopt a set of restrictions on landscaping and housepainting to raise the property values. The author takes Brookville's experience seven years ago as the only reference to reach the conclusion. In fact, the deduction is not well reasoned.
In the first place, the writer did not present thorough considerations on the differences between Deerhaven Acres and Brookville. The background of the town is critical in its development. If Brookville is a under-developing town while Deerhaven Acres is a well-developed one, it is possible that the biggest obstacle in Brookville's development before was the messy appearance of the town. When Brookville renewed the community with the unified restrictions, the status changes significantly that resulted in the property value increase. However, if Deerhaven Acres already has beautiful and stylish community scenery, it might even devalue the properties if they were all landscaped and painted in one way.
In the second place, there is no evidence to demonstrate the causal relationship between the increase of property value and a set of restrictions on landscaping and housepainting. Many factors can accelerate the property value increase, such as economic blooming, new industry emerging, government policy favoring, and so on. The author made a "after that...therefore because of that" fallacy. Probably the real reason of Brookville's property value increase is the prosperous tourism, or the public welfare there was improved then attracted more people to locate there. Meanwhile, Deerhaven Acres might be a remote town with poor transportation systems. The most effective way to increase property value should be to build more highways.
In addition, timing is a critical factor need to be discussed as well. Even if Deerhaven Acres and Brookville are in similar background situations, and Brookville’s property value rise did result from the adoption of the landscaping & housepainting restrictions, we still cannot rule out the probability that the experience gained seven years ago would not remain effective today.
In sum, to make a correct decision on how to stimulate the development of Deerhaven Acres, the author need more objective and comprehensive study on the advantages and disadvantages of the town to find out the unique and competitive edge that should be further promoted.
