31. "Money spent on research is almost always a good investment, even when the results of that research are controversial."
  
花在研究上的资金基本上都是不错的投资,即使研究的结果是有争议的。

1) 科学的研究应该有利于我们认识自然。

2) 对于经济的研究应该有利于经济政策的政济政策的制定,促进经济的发展。

3) 然而如果出现controversial, 或不符合社会道德规范。那么不管结果怎么样amazing, 也是不能够去support的。

Is spending money on research always justifiable even when there are broad controversies about the results? The speaker claims so. Yet as far as I am concerned, the outcome of the research should conform to some basic principles in order to receive financial support from government or other institutions.

To begin with, in the field of science, any researches which are worthy of being invested are supposed to serve to enhance our understanding of the world around us or increase our ability to utilize the resources and laws of the nature. By investing on such researches, the nation can receive more in the forms of a series of new technology which can increase the productivity tremendously. For example, researches on developing large-scale integrated circuits and the widespread using of the results have given the electronic industry a boost in the 70s of the last century. The technology is still exerting profound influence in the IT area. Another telling example is the research on genetic engineering, the results of which have help producing new medicines to conquer some fatal diseases inflicting human beings for a long time. It is possible that one day the advancement of genetic technology will bring out medical treatment to eliminate both cancer and Aids. Thus if we can expect the benefits of the scientific research, why cannot the government invest money on it?

Secondly, to get the financial support from government, researches on the economy should generate results that can be referred by the policy makers to effectively adjust and control the national economy. For example, John Nash, co-recipient of 1994 Nobel Prize in economics for his pioneering work in game theory, uses the mathematical principles to analyze the interactions among economic players. His theory has been applied in different branches of economic theory and has deep influence on the economic policies made by the government. His research, as well as other valuable economic researches, can help us draw general rules and basic principles from complex and disorder economic phenomena--therefore enhance our understanding of the economy. For their indispensable contribution, now a lot of countries have established their own economic research centre for the economists to do their valuable researches and give advice on the development of the national economy.

Finally, though it is incumbent for the government to sponsor various researches in a wide range of fields, the purpose of the researches should comply with the basic morality; besides, they should aim at promoting the well-being of the society. Otherwise, the government should not only cease to provide any forms of aid but also do whatever to prevent them if they go too far. In recent years, some fanatic scientists have called for researches on applying clone technology on human beings. Their objective is dangerous and they conceive of creating a so-called "elite group" to dominate the world. Beyond all doubt their researches go against the fundamental principles upon which our democratic society depends to survive. So any country, organization or institution should not provide these crazy scientists with any resources. Another striking example is the nuclear weapons. It seems that the researches on them are still active. It has posed a question about whether it is worthwhile to pay so much in order to create weapons targeting at inhuman massacre.

To sum up, researches on various areas have put out considerable results from which we can either enhance the civilization of our society or promote the development of the economy. Yet we should be cautious about some so-call cutting-edge researches, the purpose of which is nothing but to destroy ourselves. Therefore, the government ought to think twice before it decides to fund some researches.

这篇中心似乎是对于有争议的研究要慎重投资,但是正文部分第一段如提纲所说是写在科技领域的的研究投资是必要的,很好的;第二论证段有说在经济领域研究的投资要利于经济政策的政济政策的制定,促进经济的发展,最后的论证段则在说研究成果要符合道德标准,不能太过了。这三段每段的论证都还不错,可是组合起来觉得没有中心,没有很强的逻辑联系,相对过于独立,而中文提纲中也没有说明中心论点是什么,所以我读起来觉得有点不清楚的感觉,在正文开头段的中心句则让我觉得有点模糊,一方面似乎与命题不相贴切,一方面又和后文不太联系。觉得应该有条线能够很好的把论证部分的意思全部牵起来。所以建议把中心句好好提炼一下,具体一下。比如说:在某些领域的投资是非常值得的,但是对于有争议的研究要适度,符合道德法律规范的标准。这样说看是不是好点?然后如作者的论证顺序展开,贴的主题走,逻辑性会更强一些。
