Argument177.

The arguer suggests that membership in Oak City's Civic Club of discussing local issues should continue to be restricted to people who live in Oak City(OC), because only local residents can truly understand the business and politics of the city and understand how to use the money that come from taxes to improve the city. To support this recommendation, the arguer cites an example of the Elm City(EC) which adopt an open membership policy but only twenty-five members joined EC’s Civic Club in past ten years. However, this argument leaves much to be oppugned.

People who understand the business and politics best of the city are those who work on them in the city and have nothing to do with whether they are residents or not. It is natural that the nonresidents shuttled back and forth between two cities everyday will compare these two cities their advice about dealing with city’s may be more feasible because it had used in another city and may be more reasonable by perfecting on the basis of the experience of another city where the nonresidents live.

Besides, I have to mention that if there are some one who employed in OC but live in another city than it is possible that OC’s citizen live in OC but work in elsewhere. Both the two genera spend parts of their time in on city and rest time in another. It is possible that a person spending daytime in a city is likely more familiar to the city than the other genera. So, if the latter can participate in discussing local issues just for paying taxes, why not can the former?  

And the author also makes an improper comparison between EC and OC. Firstly, the author give nothing information about the scale or the grow rate of each city, so comparing them seems too curtness. On the scale hand, the prospect of population, no evidence is given to show that twenty-five nonresidents is a small quantity, than from the angle of quality, no information indicates that hey did not play the vital role in the city. On the other hand, I turn to the developed condition now, OC may a small city in the step of the beginning to grow, which doesn’t have enough attraction while EC may a large and well-developed city with enough appeal for neighboring city that need the open membership policy.

In conclusion, to make it more convincing and reasonable, the author should provide more evidence on the different understanding between the residents and nonresidents ,also more details which make the two city comparable--such as dimension, populations, develop condition of each city-- are needed.
