To be honest, the school selection is far from good. If you wanna apply MA. IR, there's no need to consult 中介...You can make better choices by yourself.
Just a quick suggestion for you.
George Mason Univ., U of Georgia, USC, and BU are okay. However, you should aim higher if you don't need any scholarship.
For MA in IR, please take the following schools into consideration(Good in IR profession and also can be great back-up schools!) :
U of Pittsburgh
U of Denver
Monterey Institute of Int’l Studies
*Also, just for your information. There's a brand new MA. IA program in Penn State Univ. You might wanna apply this as a back-up. (Don't know much about this new program; however, PSU is a good school at least. Its department of Polisci is also pretty good. MA. IA program in Penn State Univ. http://sia.psu.edu/index.cfm)
Please aim higher: (Be confident and pick 2~4 schools, you might have some luck!)

Sure. Why not? Scores are not the only dominating factors for grad school applications in the US. It depends...
GRE不是問題,不少比你差的人也能進top 10的IR school;
Toefl可能吃力點,但就算T要求100的學校也得申請,我看過有些不到學校要求的人也能拿AD的,頂多入學後補修英文課
千萬不要還沒申請,就先投降了...
