The speaker completely refutes the passage. The reading passage says the privatization of space travel will have many benefits. On the other hand, the speaker does not agree with this point of view. The speaker gives the main reasons.
First, the cost of space travel will not be reduced rapidly. This is because it cost much money to test and retest the space ships and other kinds of vehicles of space travel. What's more, it is expensive to do many experiments to prevent collision. Thus the speaker does not agree with the reading passage that the cost of space travel will be reduced rapidly because of the competition.
Secondly, the speaker does not agree with the reading passage that the privatization of space travel will increase the rate of the scientific discoveries. This is because the scientists may work for private space travel companies rather than the government in order to earn more money. They may do something which does not have much scientific values. Therefore the rate of scientific discoveries may delay.
Finally, the speaker refutes reading passage that the taxpayers may pay even more taxes. Since it cost a lot of money to built space ships, the private companies could not afford the cost. The money still needs to be paid by taxpayers. Therefore the taxpayers may pay more taxes.
