The speaker disagree with the idea which shows in the passage that charitable giving will stay low in the future. There are mainly three reasons as follows.
Firstly, because of the increasing number of the elder people, the government may not able to cover all the expense needed in health care and other facilities. These responsibilities will be taken by citizens of the United States. Therefore, unlike what shows in the passage, charitable giving will increase in the future.
Secondly, the fact that managers of charities used to receive large salaries will not affect people keep donating. According to the speaker, manager knows what the charity money goes to and what contribution it will make.
Lastly, although charity fraud exists, people will learn to donate wisely instead of giving up charitable giving. The speaker gives a case in point that when people receiving calls asking for charitable giving, they will ask to see legal documents before they donate. So even if people being skeptical, we can expect the charitable giving will not decline.
