ARGUMENT173 - The following is a memorandum issued by the publisher of a newsmagazine, Newsbeat, in the country of Dinn.

"Our poorest-selling magazine issues over the past three years were those that featured international news stories on their front covers. Over the same period, competing news-magazines have significantly decreased the number of cover stories that they devote to international news. Horeover, the cost of maintaining our foreign bureaus to report on international news is increasing. Therefore, we should decrease our emphasis on international news and refrain from displaying such stories on our magazine covers."

结论recommendation---- international news shuold be paid less attention and put on magazine covers.
过去三年卖的最不好的杂志都是封页印有国际新闻的-（推出）--封页印国际新闻导致了这些杂志销量不好{因果}-（推出）---读者不欢迎国际新闻
有竞争的杂志封面新闻都很少做国际新闻了-（推出）---认为做国际新闻是不明智的；不能吸引读者；不能增加销量
报道国际新闻的国外版开销都很大--（推出）-删除国际版会节省开支

提纲；
1~~过去三年最低的几期是以自己为标准还是所有的杂志为标准，如果是以自己为标准，那么如果我们的杂志是最好的杂志，远远的超过了其它同类杂志的数量和质量，那么即使是销售最低的，在整个杂志界看来我们仍然是最好的，而且只有那么几期的情况，如果其他大多数的期都刊登了国际新闻，而且这些期杂志的销售情况非常的好的话，那么就证明可

能是别的原因造成了这三期杂志销量的不好~.错误因果，issues with international news were just an occasion ;

2.即是真是因为封面新闻对读者没吸引力卖不出去，只能说明三年前的那些国际新闻对读者没吸引力，不能外推说明读者对所有的国际新闻都不感兴趣，很可能市有些新闻无关痛痒，可能那些内容被编者写得丝毫提不起读者兴趣，可能是风格不合读者胃口而本身读者还是很关注国际新闻的，只不过去买有独特见解的杂志去读国际新闻了；三年前的状况不代表以后，人们的口味会变，很随着可能时代的变化使人们意识到国际动态和自己的切身利益息息相关；可能历史在不断改写，世界格局的变化会不断吸引观众

3.竞争对手作出的出版决定可能和国际新闻的影响力无关；可能其他原因:经费不足，人员调动；可是没有信息表明他们的销售情况因此而增加了~~~；作者忽略了这可能给自己带来更多的读者

4.认为通过消减开销能带来更大的利益。忽略了后果，可能正因为开销大能比竞争对手报道国际新闻详实，吸引人。是自己报纸的优势，去掉后少了部分读者不说，其他版面若没有竞争力，后果可能是灾难性的。虽然费用在增加，可是报道别的新闻的开销同样很大，和这些新闻的投资比起来可能还是低的，而且观众的反响很好，销路很好，很受关注~~~
