26The following appeared in a memo from the chairperson of the school board in the town of Saluda.

"For the past five years,
Mr. Charles Schade has been the music director at Steel City High School, and during that time the school band from Steel City High has won three regional band competitions. In addition, the quality of the music rehearsal facilities and musical instruments at Steel City High has improved markedly over the past five years. Because of such successes at Steel City High, the Saluda school board should hire Mr. Schade to plan and direct the general music education programs for the entire Saluda school system."

2.文章同样没有解释improve 各种设备和Mr.C的关系,也无法证明C的作用;
3.即使12都是Mr.C的功劳,那也无法论证他可以胜任新的工作,毕竟新位置与music director有较大的区别,也许C是很理解音乐,但不代表他适合做为整个学校系统的普通音乐教育计划做规划和指导。



The passage draws a conclusion that the Saluda school board should hire Mr. Schade to plan and direct the general music education programs for the entire Saluda school system, based on three questionable premises: firstly, it is Mr. Charles who contribute to the school's victory of three musical competition; secondly, due to the fact that Mr. Charles has been the music director for the past five years, the quality of the music rehearsal facilities and musical instruments at Steel City High has improved markedly during that time; thirdly, if Mr. Charles plan and direct the general music education programs for the entire Saluda school system, he will make more significant progress.

To begin with, the passage offers no clue persuasive enough to verify the relation between Mr. Charles, the music director and the winning of the three music competitions. It could be possible that the two thing just happen as an coincidence. Rather than the efforts of Mr. Charles, who may have contributed little to the bands, it is probably the music bands members and other teachers who have taught them about the music that ensure the success of the competition. Thus, the relation above may keep obscure until the author further explains the major efforts Mr. Charles have been made for those bands.

Moreover, it is doubtful whether the improvement of the quality of the music rehearsal facilities and musical instruments attributes to Mr. Charles. Although the improvement processed when Mr. Charles served as the music director, the argument provides us no further information to verify their relation. Probably, whether Mr. Charles was the music director would have imposed no influence on the improvement of the quality of the music rehearsal facilities and musical instruments since the principle directed the whole plan. Therefore, this evidence again fails to prove the conclusion.

Furthermore, even if the two evidences above work, the conclusion cannot be drawn anyway: they can at most prove that Mr. Charles is a suitable music director but cannot verify if he is competent to plan and direct the general music education programs for the entire Saluda school system. After all, the two position is significantly different.The latter one might require prominent capability to schedule and make best usage of human resources, as well as the utility available, a completely new challenge to Mr. Charles. Hence, it is necessary to further evaluate whether Mr. Charles is more competent in this field than others before the decision is made.

From what has been discussed above, although the writer's suggestion sounds instructive, the argument fails to
clarify the relation between Mr. Charles and the competitions, as well as the relation between him and the improvement of the quality of the music rehearsal facilities and musical instruments. More seriously, no sufficient evidence is offered to prove that Mr. Charles suits the new position. Consequently, before drawing the conclusion, more survey is necessary about Mr. Charles.
