TOPIC: ARGUMENT237 - The following appeared as part of an article in a local Beauville newspaper.

"According to a government report, last year the city of Dillton reduced its corporate tax rate by 15 percent; at the same time, it began offering relocation grants and favorable rates on city utilities to any company that would relocate to Dillton. Within 18 months, two manufacturing companies moved to Dillton, where they employ a total of 300 people. Therefore, the fastest way for Beauville to stimulate economic development and hence reduce unemployment is to provide tax incentives and other financial inducements that encourage private companies to relocate here."

In this article, the arguer claims that Beauville should learn from the success achievement that caused by reducing the city of Dillton corporate tax rate and offering grants and something else. At the first the glance, this article seems some convincing, however, with the further consideration, I can not agree with this arguer's claim completely.

To support the claim, the arguer supports the evidence which happened in the city of Dillton. In this point, the arguer ignores the difference between the city of Dillton and Beauville. It is entirely possible that the reason why manufacturing companies do not want to choose those cities as their location is different. For example, the city of Dillton can attract the manufacturing companies by reducing its corporate tax rate, however, the city of Beauville can not do this just because its terrible location or safety condition which can increase the risk of manufacturing companies. That means to say that the different city possess the different condition. Before comparing and analyzing the different between both of city, the arguer can not assume that the city of beauville will achieve the success as the same as the city of Dillton.

Even if both of city are too similar that they can achieve the same success, the arguer should not assume the assumption simple that the two manufacturing companies moved to Dillton just because of reducing its corporate tax rate and offering grants and something else. Maybe the two manufacturing companies moved in the city of Dillton for other reasons while not the reduced corporate tax rate. It is possible that the city of Dillton is very closely to the location where produce the needs of two manufacturing companies want. Before the arguer provide more information that the real reason why two manufacturing companies moved in the city of Dillton, the arguer should not concluded such unconvincing conclusion.

In addition, there still are many other factors that might undermine the claim. For example, the arguer fails to make the relationship between reducing the number of unemployment and the number of manufacturing companies. As our common sense, the quality of one worker is the mainly reason that employed by the factors. And even such works in two manufacturing companies don’t need high quality of workers, there is no evidence to show that other manufacturing companies is the same condition.

In sum, before providing more information such as the difference between both of cities, and the real reason why two manufacturing companies moved into the city of Dillton, the arguer should not concluded such unconvincing conclusion.
