Do you agree or disagree with the following statement? The best way to improve the quality of education in a country is to increase teachers’ salaries.

Education is an important foundation of the development of a country. Nowadays the competition among countries embodies the competition of science and technology and the competition for the talented people. Both of them depend on a high quality of education. But the best way to improve the quality of education has to be considered circumspectly. It is not as easy as to just increase teachers’ salaries as far as I concerned. It is more complex and profound, and needs policy makers take into account many influence infectors and subsequent effect.

For many developing countries, the input of education is limited by fiscal capacity. The deficiency of money compels the local government put more attention to improve the infrastructural educational facilities, such as to build more schools and libraries, or to support poor students to finish their basic education. It is definitely of the government to construct educational system firstly, and to provide more opportunities for people to receive education. Increasing teachers’ salaries is not the most important issues. On the other hand, when the wage rates in society are general low, it is not proper to put limited money to increase teachers’ salaries. Despite that, there are still some ways to promote teachers’ qualities. The government can afford opportunities for teachers to get continual education, give teachers more respect and conduct a good tendency to beneficial to teachers, or make preferential policies to promote people to choose education as a career.

Even in some countries, the great progress has been made in advancing educational level. It is not an effective method to enhance the quality of education merely by increasing teachers’ salaries. For instance in China, we have a large education system. In many places a teacher’s pay is not low. But our quality of education is far from satisfied. Many problems in our educational system hamper our students gain fair and free development. And those problems are nothing to do with the payment of teachers. In china, the most serious issue is the inequitable educational resources’ distribution. In some metropolitan cities, top schools and universities aggregate together. Children in those places can receive better education and have more opportunities to enter into universities than those in the countryside. It is better to put all money fair to all the schools, students and teachers than to keep having a rise in teachers’ wages indiscriminately.

The development of education in a country is always in a complicated situation. So solving a concrete problem needs a concrete analysis. I don’t appreciate to believe increasing teachers’ salaries is a best way to promote the quality of education.
