For successful development of a country, should a government focus its budget more on very young children education rather than on universities?

How to educate young people is a critical problem every responsible government should face because youths are the future of a country（青少年代表国家的未来，youths represent the future of a country） .（这里还有点疑问，大学生的算是youths吗？）
Given the different stages of education, some people put more emphasis on elementary schools and others claim the higher education is more important. From my point of view, the universities, which give birth to the most brilliant talents in one country, should be the priority of a government's list.

I admit that giving fund to educate young children is necessary. After all, a solid foundation of knowledge will definitely enhance the learning in the future. For example, with a good basic mathematical education, young children could use those skills both in their further study and in their daily life. （感觉例子有点不是特别切题，基础的学习对以后的学习有帮助。那后面又出现了daily life）

However, the importance of education on young children should not override the role of higher education when it comes to the development of a country. The history of last two hundreds years of the world have shown us clearly
that the development of technology and the education of creative intelligent （creative intelligent ，这里是创新能力吗？creative ability ）are the drives of (drives of ,这个词好像没有楼主想要的意思)the economical increase and social improvement. World widely speaking, the most powerful countries are those which have the best universities and most advanced technologies. Almost every man and woman （觉得这里的every man and women 有点怪怪的，觉得楼主应该是想强调吧，我自己觉得every person 之类的就可以了）on the earth knows one fact: the United States are the most powerful state and it keeps being dominant without many challenges. One main reason is it's investment on higher education; as a result, it has the most prestigious universities over the world.

Better Universities means better research on the frontiers of science and social science（social science 属于science,不能并列啊）. Improvement in science and social science would further bolster the development of useful techniques and social policy. For example, the highly developed psychology in the US plays many roles in both civil and military areas. In civil areas, producers use psychology to design products that（are） more suitable for human mind and manipulation; in military areas, psychology advancement promoted by universities could improve the learning of soldiers and keep them healthy mentally(改mentally healthy).

All in all, a government responsible for its citizens should invest more on higher education because this would determine the future of the country.

楼主给我的文章改的很仔细，先谢谢楼主了。
楼主的文章写的挺好。句子写的很好，第一遍看没有都没有看到什么错误。
仔细看了一下楼主写的文章，有一点意见，觉得没有非常仔细讲清楚 why universities develop the country.

第三段，说的是
大学教育是很重要的，科技发展和教育促进经济和社会发展。强国都有好大学和先进科技。比如美国很强大，有个原因是因为它在大学投资上大，所以它的大学都很强。

第四段讲的是，好的大学意味着先进的科技发展，然后举例。

第三段和第四段其实是讲的一个道理吧。但是我觉得第三段是没有讲清楚大学教育如何重要的。或者是三四段的顺序交换一下呢？

以上都是个人的意见啊，水平不高，加油~
