短文的意思是说从D到S的KP线太拥挤了，subway建议新建一条同样经过D和S的线来缓解拥堵（KP线走riverfront,新线走inland）。consultant说不管用。问五个选项中哪个解释了consultant的说法。

consultant说不管用意思是说新的线路不会帮助KP先分流，五个选项中只有最后一个提出了新线不会分流KP线的一种可能性，即下班后人们喜欢去riverfront的restaurants、bar等地方，而只有KP线能到。所以选5

首先，既然你买了magoosh，为何不问他们的tutors，他们给的答案肯定比这边的GTer要好
题目问为什么那些consultant concluded the subway's proposal of a new line would not reduce commuter congestion on the KP line
这种题，排除法。
A，irrelevant
B，irrelevant
C，irrelevant
D，文章里说的congestion是指KP这条line乘坐train的人很多，而D充其量说的是delay的问题，况且D的表达很模糊，等的时间长也可能不是delay，可能是KP Line的班次之间的时间间隔长
E，correct，正是因为这些most popular的地点alternate subway line不能到达，所以人们肯定还是会乘坐KP Line，KP line还是会很拥挤
