174.Laws should not be stationary and fixed. Instead, they should be flexible
enough to take account of various circumstances, times, and places.
The speaker claims that law should not be stationary and fixed, instead, they should be flexible enough to keep abreast of the changes such as circumstances, times and places. Obviously, people are simply not feasible to come to an agreement on this highly controversial issue. In the last analysis, I am inclined to agree with the speaker's point of contention to some extent. However, I believe, on the one hand, some non-essensial laws should be flexible, on the other hand, the rudimentary laws should be consistent. In the following discussion, I will present some evidence to my view.
To begin with, the consistency of basic laws, such as constitutional law, would convalidate the stabiliy of a country. We need to look no further than the Constitution of the States to see the truth of my point.There are only 13 amendments in the United State's constitution, which shows how consecutive this country's policy is.No doubt, the prosper of the States is conspicuous. On the other hand,during the past 56 years, such short duration, the Chinese Constitution has varied a lot, and the disturbing effect is very obvious. For example, the cultural revolution, and the Tianmen Square Event, etc. Incontroversially, the consistency of the essential law is significantly important to the flourish of any country.
Futhermore, if the rudimentary law of a country changes too severely, the advancement of the demestic society will be badly impeded. We take China for example once more. Not until some amendments was added into the Constitution which reassure the right of private pessession, do the Chinese common people dare to purchare real-estate and invest in personal enterprise. No doubt, the variation of constituion did slow down the advance of Chinese society.
Nevertheless, some non-essential laws such as creaminal law and ecconomic law which are relevant to residents' everyday life should be flexsible to keep abreast of society's change.It is the possibility that the original laws override or omit some probable conditions, moreover, with the advance of our society, some new stuff are emmerging.For example, due to the new technology of Internet, some visual private stuff borned. Our government should legislate new bills to reassure the owner's right and resiponsibility.
In short, it is very likely that politicians will never be able to arrive at the same conclusion on this debatable issue. However, my discussion above will certainly contribute to thorough understanding of the point of view that we could vary the non-rudimentary laws to keep abreast with the society's advance, nevertheless we had better keep the consistency of the basic laws.
