I agree that a leader should have high ethical and moral standards, but I think it is not necessary for him to maintain the highest ethical and moral standards for two reasons: one is that it is hard to do, another is that it is not the demand to be an effective leader.

Admittedly, to be an effective leader, a public official has to maintain relatively high ethical and moral standards since his activities or decisions will have great effects to many people. As a public official owns the power, if he does not have high ethical and moral standards and abuses his power, people's profits will be damaged. For example, some officials cannot resist the temptation of money, and then embezzle the public wealth. Some officials accept the bribery from gangdom and provide protection for their illegal activities, which threaten the safety of people's wealth and lives. All these activities result from the lack of high ethical and moral, so to make sure a leader has self-restraint and good responsibility is needed.

However, to maintain the highest ethical and moral standards is too hard not only for common people but also for a public official; moreover, as a public official, sometimes he has to disobey the ethical and moral standards. As is known to everyone, anyone has some disadvantages, so we cannot require a public official to be a perfect person and we should accept he has some shortcomings as long as the shortcomings do not block him to serve for people well. In addition, if one wants to run for an official position, he has to do some things that maybe conflict with the ethical and moral standards. For example, during the election, he has to exaggerate his merits, disguise his own shortcomings, try his best to find out his opponents' disadvantages and expose them to the public.

Moreover, the highest ethical and moral is not the standard to evaluate whether a public official is an effective leader, and what people need is also not a moralist. Suppose a leader with the highest ethical and moral standards, he considers the kill of animals as an evil and also forbids any such activity, thus, people will have no meat to eat. We cannot imagine the situation indeed. In fact, what are the characters of an effective leader? As long as he really tries to serve for the people, improve people's living, solve the problems people meet, make good use of his power, and not to do the illegal things. If one can do all the things well, he is an effective leader.

To sum up, it is not necessary for a public official to maintain the highest ethical and moral standards in order to prove he is an effective leader, and nor should people using it as standard to evaluate a public official.
