in this memo, the author comes to the conclusion that the available space in the landfill should last for considerably longer than predicted. To support this point, the author cites that the fee for garbage pickup will double, and that in light of a survey the local resident is still recycling in the future. However, the conclusion relies on a couple of specious assumption, which render unconvincing as it stands.
First and foremost, the fact that charge for garbage pickup will double is not enough to support the conclusion that the amount of material recycled should further increase next month. Consider the material, on the one hand, it is entirely possible that because of previous recycling the garbage pickup would face the shortage of recycled martial. On the other hand, perhaps as the price of the two martial raise up, the residents is more likely to incline to other cheap material, which can not be recycled through the system of garbage pickup. Given those scenario, the conclusion is open to dubitable.
Even assuming the increase in material recycled, lacking more specific information about the ingredient of the respondents, it is unfair to come to the assertion that the residents strongly commit to the recycling. Admittedly, the respondents present their own real thought, but the rest one who does not respond to the survey for certain reason might not make the same choice. Accordingly, if the number of latter is far more than the former, the reality of the survey is unconvincing as well.
Finally, even assuming the strong commitment the residents have, the assumption that the land fill is untenable.  It is highly possible that the further charge for recycling would significantly increase, resulting in the choice that residents have to turn to normal material that filled in the landfill. Perhaps the in the future the local government would use the land to develop the economic situation. In short, all the assumptions would go against the author’ idea.
To sum up, the editorial fails to convince the conclusion. To strengthen is the author should provide specific information about survey. To evaluate, the author also has responsibility to rule out and consider other factors that might exert effect on the reasoning.
