提纲：
观点：政府应该采取一种平衡的政策，即既要保护濒临灭绝的语言，又要推广公民学习国际通用语言。
理由:
   保护濒临灭绝语言的理由是：每一个民族都有从他祖先传承下来的，经过数千年的发展的文化，这些都是人类的宝贵的财富，人们要想拥有这些财富必须通晓他们的语言。  以中国苗族的有效的偏方没有被广泛使用为例，（虚构的）
   推广通用语言的理由：全球化对每个国家的巨大影响使得每个国家都要努力融入到国际合作中，只有这样才能发展，而语言的差异是影响这个国家融入到国际社会的重大障碍，所以政府应该推广通用语言。  以中国改革开放后的外语学习热为例

   Every group of people has their own culture, which is a unique treasure of human being, while their language is the necessary tool to learn their culture. On the other hand, within inevitable globalization, the difference of the languages lays a big communication gap. So, the governments of countries in which the lesser-known languages are at a brim of extinction should take a balance which includes both helping its citizens master a universal language and protecting the lesser-known languages.

There are many groups of people living in the world, every group has their own culture and knowledge inherited from their ancestors and developed in thousands of years, while the languages of the groups are the basic instrument when we learn the invaluable heredities. It is reported that the Miao nationality, a minority the members of which live in the mountain area in South-West of China, has many effective prescriptions to cure rheumatism, but till now it isn't spread around the world to benefit more people because of the barrier of communication. The language of the nationality is on the edge of extinction and few people can communicate with the people of Miao nationality, can read the books writing in the language of Miao nationality. It’s really a great loss to the human being! Preserving the languages is essential to protect the common heredities of human being.

On the other side of coin, with the significant benefits brought by the globalization, such as optimizing the cost of products and promoting the world economy growth, participating in the global cooperation is more important to the development of every country or region, while the communication gab caused by different languages is one of the most common difficulties. For instance, as the development of China, although more and more Chinese go abroad and more and more foreigners visit China, but the difference of language restricts more foreign investment every year. Now almost all the Chinese people realized the important of mastering a foreign language. The Chinese government takes many effective measures to help people master a universal language. For example, the English is one of the compulsory curriculums in elementary school. So, you won’t be surprised by the hot of learning English in China.

In sum, as every language is invaluable fortune of the human beings and the globalization is call for universal language, the governments should take decrees to help the citizens learning a universal language and prevent the minorities’ languages from extinction.

这篇ISSUE整体内容很丰富,文中的事例也能很好的说明了作者的观点,逻辑清楚,个人觉得应该另写一个开头段,总括一下作者的观点,让读者能有一个宏观的把握,这篇文章的开头段可以作为正文的第一段.语言方面还有点小问题.
我自己写这篇ISSUE的时候没有想到什么例子,看了这篇之后还是挺有启发的，呵呵~
