TOPIC: ARGUMENT192 - The following is a letter to the editor of the Roseville Gazette.

"Despite opposition from some residents of West Roseville, the arguments in favor of merging the townships of Roseville and West Roseville are overwhelming. First, residents in both townships are confused about which authority to contact when they need a service; for example, the police department in Roseville receives many calls from residents of West Roseville. This sort of confusion would be eliminated with the merger. Second, the savings in administrative costs would be enormous, since services would no longer be duplicated: we would have only one fire chief, one tax department, one mayor, and so on. And no jobs in city government would be lost-employees could simply be reassigned. Most importantly, the merger will undoubtedly attract business investments as it did when the townships of Hamden and North Hamden merged ten years ago."

The author concludes it is wisely to merge the townships of Roseville and West Reseville. To substantiate the conclusion, the author claims the disadvantage of separation of the two towns like the confusion caused by which police department should be ask for help when the residents are in need of service. On the basis of the evidence, the author cites the prosperous of Hamden and Northern Hamden after the merger over ten years. However, the argument is illogically flawed, in four respects.
The threshold problem involves that, the author fails to take into consider the reliability of the survey rested on its statistical integrity. After all, the more untenable the survey, the less reliable the results. That is, nor does the author indicate how many subjects take part in this survey, or whether the fraction of the over whelming is convinced or not. Thus, it is unpersuasive for me to accept the sweeping generalization according to such unsound illustration.
The second problem involves that, the author unfairly assumes the sort of confusion would be eliminated with the merger after the only fire chief, tax department, and so on, be founded. Admittedly, it is more convenient to administrate the unexpected affairs, but there is also another latent unfavorable impact exerted after such measure__ the overload pressure from two towns. Any government which is blind to this issue may have to pay a heavy loss. Hence, I can hardly accept the advantage from such assumption without ruling out the prospective problem.
Anther problem involves that, although no jobs in city government would be decreased, the staffs in growing number may lose their job. Because the "only one" job do not need "two" employees any more on the purpose to save the cost. If so, the unemployment rate may increase dramatically and lead to some unexpected results, such as robbery, murder, freak-out and some more crimes.
Finally, even I were to concede the foregoing turns out to support the foregoing assumption, the author also overlooks the evidence from Handen and North Handen is able to carry out same effect on merger as Rosville and West Roseville might be unsubstantiated. The author fails to illustrate the two conditions and similar enough at every aspect and indeed comparable. While it is true that four towns share some common ground on their conditions, there are still obvious differences between them, such as the changing factors over the last ten years in Handen and the future of Roseville.
In sum, the argument is not well supported unless the author provides more compelling evidence with me. To strengthen the argument, the author must ensure me the "overwhelming" was representative of the overall groups. To better assess the argument, I would need to know the fact impact after the new policy of merger enacted. I would also need to know the Hamden might be copied by Rosville on the base of the possibilities are remained constant.
