TOPIC: ISSUE69 -"Government should place few, if any, restrictions on scientific researchand development"政府应该对科学研究和发展尽量少地加以限制。

Should government have as little as possible control on scientific research and development, as the speaker asserts? In several respects this position has considerable merit,however it ignores certain compelling arguments for science will run out ofcontrol without effective supervision and regulation imposed by the government.

Admittedly, thefunction of government is to put the law into practice and operate the societyproperly. So, it is the government's responsibility to bridle the scientificresearch and development.

Science, as is so often pointed out, is a two-edged sword for the whole society. On the one hand,with the coming of science, the tempo of human's history was suddenly raised. Knowledge began to be accumulated according to a systematic plan. The trickle became a stream, and now it becomes a torrent. This torrent of science brings a series of convenience and benefits to all over the world. Recently, the computer has transformed the whole world. When Bill Gates first initiated the Microsoft, he did not realize that it would trigger the revolution ofinformation and communication, and then internet has deepened this change. People now can enjoy purchasing various goods in low price on eBay, using Skype chat with parents from abroad or making new friends on facebook. On the other hand, however, science can be used indifferently for evil. Could any scene, for instance, be more grimly whimsical, than that of soldiers using science to shatter men's bodies, while, close at hand, doctors use it to restore them?Furthermore, it has also brought about a greatly variety of environmentalproblems to us. Due to some developed countries' irresponsibility andconspiracy, most of impoverished countries suffer from pollution and epidemics.

In my point ofview, the government should not place neither too much nor too few restriction on scientific research and development. In one respect, if the government restrict too much on science in some field that will greatly hinder its development. For instance, during the cultural revolution from 1966 to 1976 in China. The government dismissed some scientific institutions and labs, and mandated that a considerable amount of eminent scientists working in the countryside. Though China has made extraordinary progress during this period, nonetheless, the gaps were enlarged between the eastern and the western. In the contrary, if science without the government's control, the seed of Satan will be sow in the soil and human-being will bear the disasters it has brought. For example, the Cold War was led by United States and Soviet Union and was aggravated by their endless weapon competition. The two countries collected elite researchers throughout the world who dedicated to the contesting for satellites, missiles and nuclear weapons. Later, these weapons were spread to Vietnam, Afghanistan and Iraq which caused innumerous death and casualty. It is the governments that did not restrain on science so as to use it to fulfill their ambition, and without giving any consideration to the effects produced on human-beings.

In conclusion,though we do not have a standard in restrict on scientific research and development, the government should takes advantage of science to serve its people and the earth, but do not falsely uses it to genocide. We have to ask ourselves very seriously, what is going to happen if this twofold use of science with its ever increasing power continues?
