Should a public official maintain the highest ethical and moral standards, thus to be an effective leader? The speaker claims so, I partially agree with this claim. In my view, I believe that sometimes, there would be not so much relationship between the ethical and moral standards with being an effective leader, however, without a baseline of them, one could be no good to the public.
Admittedly, it is certain that to be an effective leader is basically related to one's ability for dealing with public affairs, lead the country or a region to stability and prosperity, or even strengthen its military and diplomatic power, thus, even though some one involves in his or her own affairs, it may not affect one's work. For instance, Sarkozy and Clinton, the former presidents of France and America, both involves in their sexual scandals, as it turns to be the biggest issue of the nation that time, people began to suspect if they are reasonable people to be presidents. Although they had a hard time in that period, the public are now regard them as successful leaders due to their effective work, especially the outstanding work dealing with the economic crisis. Thus, they did their best to be effective leasers without the highest ethical and moral standards.
However, we cannot deny that it is dangerous that a leader with big power but is lack of ethical and moral standards. Since a leader could make decisions that are related to the life of public, the financial of a enterprise or even the security of the nation, it would of course be harm to a lot of people without such ethical and moral line. For example, Enron, the listed 7th biggest company of America, went bankrupt due to the fraudulent of accounting scandal and at last cause the confidence crisis of that field. Who did this? Of course the senior management of the corporation, the ones who have power to cheat the public and are regrettable lack of ethical and moral standards. Leaders like this should be resisted even though they are effective while they are working.
In addition, leaders with the highest ethical and moral standards could usually do well in their job and often earns good reputation. Ones with high moral and ethical standards would typically treat themselves strictly, therefore, would have their power used in more effective and legal ways. As a typical example presents that the former minister Zhou Enlai of China is such a person, he concerned less with his own things or his family, but sacrifice the whole life to the country, thus to bring the nation a new situation especially in diplomatism area, but he even have no time to bring up his child. This is the minister that respected by the people, who had the highest ethical and moral standard.
In sum, I believe that sometimes, even though the ethical and moral standards would not been related to being an effective leader all the time, without a baseline of them, one may be harm to the public.
