本来申请的是10月入学有文部省奖学金的特别计划。但是今年没有名额给硕士了。于是。。教授来了这样一封信。。。搞得我很迷惑。。请大家帮我看看。。

We have had internal screening for the scholarship in the Department of Urban Engineering.
Unfortunately, this year we could not allocate applicants for master course to city planning course.

But since you seem very promising candidate, if you prefer, we would like to recommend you as a candidate for the MEXT scholarship that can be applied directly from the University of Tokyo to the Ministry. This is very competitive scholarship and the possibility is not high, but it is better than nothing.

First of all, can we apply for the scholarship nominating you as a candidate from our department?

If yes, then the one who is in charge of foreign students in our department will contact you for details.
You may need to submit some documents which are very similar to the documents you have already sent for the scholarship.

She also has some questions to you:

1) Have you applied to any other scholarship, or MEXT scholarship on any other Japanese Universities?
2) If your answer to question 1) is yes, answer this question. if your answer to 1) is no then go to question 3) If you are selected by both Department of Urban Engineering, the University of Tokyo, and any other university/Department, which do you prefer to enroll?
3) If you are selected as a MEXT Scholar, can you come to Japan between October 1st to 7th?
4) Please let us know your present address and telephone & fax number, where we can send you any documents. This information is necessary to confirm if any applicants have changed their address after submitting the application form to us last October.

这种推荐方式申请到奖学金的概率有多大？我一心期望他说的possibility is not high只是保守谦虚的说法。。。。
这种方式和直接通过特别计划拿到奖学金有什么不一样呢？
看了一下以前的关于文部省奖学金的帖子。说是要先通过学校排序，再报到文部省。而且通过学校那一关以后，概率还算比较大。
我这种推荐方式和上述学校推荐的方式是一样的吗？如果是，教授这样说应该是学校愿意推荐我了吧？如果不是，那到底又是怎么回事。。。。
好纠结。。。。
