We can send an E-mail to anywhere all over the world by just a simple click, we can record the videos to memorize the moment, and we can even go to a space trip. All of these is because the scientific development. But, should we let all the scientific research alone for its huge benefit? The answer is no. We should place proper restrictions on some scientific research and development.

First of all, almost all the scientific researches are beneficial to our human being. Firstly, we can cure more diseases today. People live nowadays can live for much longer than in ancient because of the development of medicine. Secondly, scientific research and development make a contribution to our modern life. Industry revolution let the human civilization progress a huge step. Internet, the most important discovery in 20th century, narrow the distance between people all over the world. Without scientific research the world can not progress and the restrictions placed by government inevitably limited the speed of this.
   
In addition, it is absolutely wrong that some government restrict the researches because it is not profitable. Last week, Stephen Hawking, world famous physicist who is the author of <A Brief History of Time>, is considering leave Cambridge University where he has been staying for 50 years. It is to protest the British government for government funding cuts to universities, said Hawking; scientific research in Britain is increasingly focused on industry rather than the pursuit of knowledge and discovery. The despising of pure science research would no doubt slower the development of science. Because the pursuit of knowledge is the truly motivate of human’s progress. It is unwise that a government to restrict the scientific research only because it is not utility.

On the other hand, government should restrict the development or researches that inhumanity. As the movie The Constant Gardener describe, some shameless pharmacy companies do the drug tests on the refugees in African. The things like that should not happen; it is a demoralization which must forbid by government. Or, clone, the most controversial scientific research, which should be limiting its development direction. It is government's responsibility that to avoid the inhumanity researches happen, so in this scenario, government should restriction or even forbid these type of scientific research.

All in all, due to the above mentioned words, scientific research and development play a significant role in the progress of human; however, government should not regardless the harm of inhumanity researches. Thus, government should give scientific research and development sufficient space while place some necessary restrictions.
