TOPIC: ISSUE3 - "It is more important to allocate money for immediate, existing social problems than to spend it on long-term research that might help future generations."

Immediate social problems and future development are equally crucial factors that affect the developing progress of nations and cities.But their significance appeal differently in countries under distinc development and in the different development phases of one country. Take U.S.A for example.During the initial stage,the immediate social problem is the independence of America from British.The federal government allocate nearly every possible money to support the independent wars and it's unreasonable to appropriate funds for any long-term research.Now that U.S.A have become the dominate power in the world and have abundent money to spend on long-term research which keeps the pace of its development.Similarly,compared to developed contries,many developing countries are restricted more highly by their urgent social problems such as food and clothing than science research.
Unlike long-term research,the settlement of many social problems is  not necessarily indicate a large amount of money.Social problems such as homosexuality,population and discrimination can be sovled by a proper policy and education which is decided less by the amount of the money spent on it.
Undoubtedly,government should give more priority to social problems not only in funds but also in time and human resources.Traffic,medical service,enviornmental problems and the disposing of garbage which relate to and affect more on residents daily lives.
The settlement of social problems provides a favorable enviornment and makes room for the scienntific or social research.And long-tern research determined how far a nation will go forward in the future.The competitive military power of Ameria owes to the costly reseach progarams on space.The research of  space resulted in the constuction of satellite systems which enable Ameria to access immediate military information of opposite country.  Well ,admitedly,in some cases,research play an important role to help solve the urgent social problems.In 1928,Alexander Fleming discovered the surprising effect of pennicilin to bacterium.The effective new medicine applied to treatment of infected sodiers of World War Two,and had saved thousands of lives in the war.Because the impressive success of the medical research,pennicilin is regarded as one of the three great inventions in World War Two like atomic bombs and radar.
In conclution,immeidate social problems and long-term research are both important.The allocation of the two parts should  reasonablely considered the developing situation of the nation,the actual money needed in solving the social problems and the anticipated profit of long-term researh to the present and future.
