ISSUE 69: “Government should placefew, if any, restrictions on scientific research and development”.

Throughout the historyof human society, in the process of continuously pursuing much more sophisticated technologies, human have achieved a huge of success in several aspects, such as the revolution of tools and the improvement of the quality ofliving condition of mankind. Without any doubt, such achievements should partially due to the open mind of human society to scientific research and development. However, we also should put much more emphases on the disadvantages new techniques could bring about, while we are advocating the benefits of them.

By the efforts of humankind in the past thousands of years across from the Paleolithic Age to theInformation Age, a wide variety of new techniques have already come true. And such novel techniques have brought us a huge amount of changes, physically and spiritually. With the development of human society, explosively growing information, such as personal health conditions and financial transaction, aresimply bursting into our daily life. Traditional tools are no more competent to record and calculate so many data, not to mention to analyze them. Instead of pencils and papers, electronic computers can help us to finish the requirements above mentioned. Besides the capabilities of storing, calculating, andanalyzing, in some cases, according to mathematical models computer are able to“foresee the future”, such as weather forecasting and stock trend. Surely, the products of scientific research, just like computers, provide us with more powerful tools to address all kind of challenging problems we have to face eachday.

In addition to physical changes made by new techniques, such as computer mentioned above, our cultures have also been deeply affected by the progress of science and technology. The assembly line technique is viewed as one of the most important inventions inthe 1900s. Before this seminal technique, people had to pay much more than now for their want. Since the first assembly line have been designed and manufactured successfully by Ford Automobile, the embarrassing situation has been completely changed. Generally, we simply see that the assemblyline technique makes it possible that each family can afford a car. More importantly, however, it brings about mass production. Mass production viaassembly lines is widely considered to be the catalyst which initiated the modern consumer culture by making possible low unit-cost for manufacturedgoods. Therefore, not only do new technologies bring us physical wealth, but also rich and diversity our cultures.

Although scientific researchand development makes our life better, however, as we all know, it is also adouble-edged sword. Maybe most of people have read a same or similar story: when a businessman uses his personal computer to deal with daily routines, there is a hacker simply behind the screen, retrieving and stealing important data from his computer. Obviously, computers give us a much more convenient option to finish jobs, but at the same time it also makes information theft much easier.Similarly, genetic technology is another good counter-example. Scientific research on the gene of all species reveals the nature of human body and alsoother species’. We can make use of genetic technology to repair or renovate ourdamaged organs, so that we are able to treat more patients. Using the same technique, it becomes possible to conserve other extinguishing animal species.However, some researchers try to replicate human body using clone technique,another cutting-edged genetic technology. To human society, such an experiment must put a huge impact in several respects, such as religions and laws. Therefore,when we are enjoying the convenience modern technologies bring, human kind should make clear judgments and right decisions on scientific research and development.

Without effective regulations, the abuse of technologies it will necessarily lead to; without relatively open environments, scientific research and development will bog down. In sum, governments should call for a certain balance in which scientific research will gain the support of the society as a whole, financially and spiritually, and the activities of abusing technologies will be prevented immediately. Therefore, human society will benefit much more from the progress of science and technology in such anenvironment.
