"Money spent on research is almost always a good investment, even when the results of that research are controversial."


I fundamentally agree with the speaker's allegation in that investment on research is generally proved to be a wise action for the government, whereas the speaker unnecessarily extends the claim to embrace all kinds of research even in the event that the results of it are highly controversial.

To begin with, investment on research usually greatly benefits human beings as well as the society as a whole, either in philosophical or practical sides. As we know, research is the exploration towards the unknown world, in which humans pursue the lasting answers for questions and quest effective solutions to enduring problems. It is through research that knowledge of human beings is gradually accumulating; thereby indisputably it is worthwhile to expend money on research in the long term.

On the other hand, research also significantly promotes science technology advancement, which no doubt greatly improves the quality of human life. An example which aptly illustrates this goes to genetic engineering. It can be used not only in the field of agriculture to avert the occurrence of worldwide starvation and famine, but also in the medical realm in order to aid humans in the battle against diseases. For that matter, the research on genetic engineering is no doubt valuable for it leads to promising future of the whole humans. This case properly points out that it is worthwhile for government to invest on research owing to its potential benefits to the society.

Whereas as for some researches, whose objectives are too vague or results are very controversial, government should hold a circumspect attitude. There are two arguments lie in my viewpoint. The first one involves the other pressing social problems at current time. After all, expensive research generally means high expenditure on money, which might turn out to be a better use for addressing society's immediate problems such as unemployment, drug uses, violence and so forth. The other one has to do with the probable harm brought by certain results of research. For instance, while one might argue that the research on radioactivity provides us with effective means of cancer treatment, dating ancient objects, modern genetic and so forth, the argument flies in the face of severe environment pollution caused by these radioactive chemicals. In this sense, humans invest on research and actually take a risk, that is to say, government should be cautious when deciding on the investment on research.

In short, government should be encouraged to expend money on research, which conduces to the advancement of humans’ knowledge and has great impact on the improvement of human life. Nevertheless, as research, being controversial, also brings unpredictable results, government should weigh the benefits and prices of research before a wise decision on the investment is made.

Nevertheless, as research, being controversial, also brings unpredictable results, government should weigh the benefits and prices of research before a wise decision on the investment is made.
感觉楼主写的挺好的,思路清晰,结构完整,限时能写这样已经不错了。个人觉得二、三可以合为一段 ,都是讲研究的必要性

accumulate

刚查了下金山词霸:

accumulate 强调“经过一段比较长的时间由少积多的积累”,使用范围较广,似乎凡是数量方面的增长都可以表示。
However, as the evidence began to accumulate, experts from the Zoo felt obliged to investigate.
然而,随着迹象开始积聚,伦敦动物园的专家们感到有必要进行调查了。

我觉得表示累积不用被动语态:)

On the other hand, research also significantly promotes science technology advancement, which no doubt greatly improves the quality of human life [上一段的第一句是“benefit……”,和这里的improve life实际上是包含关系。建议每一段的TS不要有交集比较好。如果上一段的第二句“exploration to unknown world”是TS的话,最好将其前面那句“benefit”删了。总之,每一段开头第一句是TS,并且,最好做到——光读每段的第一句即TS,就能逻辑上清晰地看清文章的脉络。]. 句子总是读起来很舒服啊!
不过,论证结构再加强一下吧——换句话说,一头一尾,以及各段第一句摘出来,是否可以形成一个逻辑上紧密结合的整体呢?至少这篇还不行:)
老美的逻辑思维严谨啊!
