Issue 167
It is impossible for an effective political leader to tell the truth all the time. Complete honesty is not a useful virtue for a politician.

Honesty has always being a virtue for all human kind, including political leaders. However, as an effective leader, complete honesty is not an necessary virtue, because sometimes it is impossible for political leaders to tell all the truth, and sometimes people do not need to know so much.

An good example is that as an effective leader, he must always never tell the truth about national secret. National secret such as confidential information of military and technology is vital for the survival and development of a country, and it must not go into the hand of the enemy or other countries. A effective leader should be well aware of that, and do his best to keep the secret. For instance, the information of the military movement can largely control the situation of the war. Sun Tzu, the great military leader of ancient China, said in his famous book The Art of War "cheat before fight". That means never let the enemy know the real information of military actions. If the leader is honest to the enemy and tell them the truth about our attack goals and troop moves, the enemy might easily defend our attack and defeat our army. Being honest to our enemy is being cruel to our people, and that we can not call him an effective leader.

Another example that complete honesty is not useful for political leader is that, as an effective leader, he do not have time and energy to tell people all the truth including those unnecessary for people to know. A case in point is that whether the leader lies in his personal life will not affect and has nothing to do with the effectiveness of his political work. He may lie to his daughter that he will have dinner will her, but actually he can not for he has an important meeting at night; or he may lie to his wife that he will go vacation will the family, however his busy schedule has been arranged to next year. No one is perfect, political leaders are human too. We can not ask them to do something impossible and unnecessary, that will only reduce their efficiency.

Although being complete honesty is impossible and unnecessary, an effective leader should never lie to his people for his own interest. Leaders are chosen by people as the representation of public will and interests. They should always remember that they are elected to speak for and serve the public. If he uses the power people have given him to make benefit for his own, he will disappoint his people and will be overthrow by the public. For example, president Nixon withheld of information about his active role in the Watergate cover-up. He used his power to lie to the people so that he can gain his political authority in the first place. This is a typical example that political leader builds his personal interests above the broad interests of the public. The water gate revelation largely decreased people's confidence in the government, and directly lead to the step down of president Nixon.

To sum up, complete honesty is not a useful virtue for an effective political leader, because it sometimes against national interest and is unnecessary, however as it comes to the choice between self and public interests, a leader should never lie to the people for his own benefit.

However, as an effective leader, complete honesty is not an necessary virtue under some circumstances is counterproductive, because sometimes it is impossible for political leaders to tell all the truth, and sometimes people do not need to know so much. 我觉得第一段看出了你的思路，在小小的把可能造成的结果在展一下，建议加点套话，
