The following appeared in a memo from the mayor of the town of Hopewell.
'Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View.'

In this memo the mayor of the town of Hopewell recommends that Hopewell should build a golf course and resort hotel similar to those in Ocean View to improve Hopewell's economy. To support his recommendation, the mayor cites the successful example of the Ocean View. The reasons the mayor gave has some logic flaws which render it doubtable.
First of all, the author believes that the increase of the tourism in Ocean View and new businesses were responses to building new municipal golf course and resort hotel. But he gives no evidence to prove the causal relationship between these things. Locking such evidence, it's entirely possible that there are other factors which improve the economy of Ocean View. For example, maybe the nationwide economic condition was better these two years.
Second, the writer cites that the Ocean View's tax revenues have risen by 30 percent, which is the result of building the new municipal golf course and resort hotel. However, he provides no evidence to this. He ignored many other factors which will affect the tax revenues too such as the increase of the tax percent. Unless he can account for all other possible factor, I can hardly accept his reasoning.
Finally, as we all know that Ocean View and Hopewell are two different places. Even if building a new municipal golf course and resort hotel really stimulate the economy of the Ocean View, we can't be sure that it will benefit to Hopewell too. There is no evidence to say that the environment of the town of Hopewell is similar as the town of Ocean View. Perhaps the environment of the town of Hopewell is not fit to build a golf course and resort hotel. And if do it, it will even decrease the tourism in Hopewell.
In sum, I find the mayor’s argument is unconvincing. To strengthen it the mayor should provide evidence that it is the course which lead to the boosting economy of Ocean View rather than other phenomenon. To better assess the argument I would need to compare the condition of Hopewell with Ocean View to determine the same action that have improved Ocean View’s economy will do the same to Hopewell.

Finally, as we all know that Ocean View and Hopewell are two different places. Even if building a new municipal golf course and resort hotel really stimulate the economy of the Ocean View, we can't bebe去掉 sure that it will benefit toto去掉 Hopewell too. There is no evidence to sayto say去掉 that the environment of the town of Hopewell is similar as the town of Ocean View. Perhaps the environment of the town of Hopewell is not fit to build a golf course and resort hotel.如何环境不适合，要展开一点 (And if do it), it will even decrease the tourism in Hopewell. 前面这句是有问题的，可以改写为：If Hopewell unwisely try to emulate Ocean View， it will even lose tourists at last.当然，没有经过你前面的解释，我是想不通为什么会失去游客的。
In sum, I find the mayor’s argument is unconvincing. To strengthen it the mayor should provide evidence that it is the coursethe construction of golf course and resort hotel,光说course别人是看不懂的 whichthat lead to the boosting economyboost the economy / lead to the economic increaseof Ocean View rather than other phenomenonreasons. To better assess the argument I would need to compare the condition of Hopewell with Ocean View to determine the same action that have improved Ocean View’s economy will (do the same to Hopewell)work in Hopewell.
其实可以驳斥的地方还有：“the best way”这个关键词组。具体可展开如下：即使Hopewell通过建设…..的确可以拉动经济，但是还有更好的更适合的方法。[/color ]
