] [Issue26] Most people would agree that building represent a valuable record of any society's past, but controversy arises when old buildings stand on ground that modern planners feel could be better used for modern purposes. In such situations, modern development should be given precedence over the preservation of historic buildings so that contemporary needs can be served.


大多数人都同意一个社会的建筑物代表了它有价值的历史纪录,但是当现代规划者们觉得这些以前的建筑物所占据的土地可以被更有价值的使用于新目的时,就产生了争议,现代发展应该比保留历史建筑物更受重视以便于满足眼下的需求。

提纲:
1,        不同意题目的观点:现代建筑优先。
2,        只重视现在的需求,不重视历史建筑的保护,可能带来严重的后果。举北京城的例子。
3,        历史建筑也有其独特的价值,可作为景点营利,可带来不可估量的精神和文化价值。所以不应该被总是放在第二位。
4,        总结全文,应该对历史建筑充分重视。

I agree with the view of the speaker that building represent a valuable record of any society's past. However, I cannot take the same side with the speaker at the point that modern development should be given precedence over the preservation of historic buildings when old buildings stand on ground where modern planners feel could be better used for modern purpose. Moreover, my points of contention with the speaker involve the importance of preservation of historical buildings, as discussed bellow.  

To begin with, I have to point out that it is dangerous to only emphasize the priority of modern development to historic buildings. It does not cry wolf. An apt case in point, last century 50's a famous literati of china, named LiangSicheng, propose a plan to government that in order to preserve all the historic buildings of old Beijing, new Beijing city should build on outside of the ground where old Beijing city stand on. However, considering the high cost and some immediate problems, the government leaders did not adopt the plan of LiangSicheng. Half century past, the problem that how to balance the developing of the new Beijing and preserving the old Beijing is outstand to the new government leaders. On one hand, spacious roads, skyscrapers and other modern facilities are necessary to development of the city; on the other hand, any of these constructions is inevitably to threaten the preservation of the historic buildings because it is known to all historic buildings is everywhere in Beijing. The serious consequences have been emerged that many old buildings are disappearing from our sight and could not be seen by our posterity again. This example indicates that it is short sighted to consider the precedence of immediate purpose over preservation of historic building.

Admittedly, it is easy to say than to do. Preservation historic building indeed confronts many difficulties which need efforts of all of us and capital investment of government. However, it is deserved to do because historic building might bring us more reciprocation than its cost. Firstly, historic building might be the human culture landscape to make profits to government. In return, the income could use to preserve the old building to less the pressure of government budget. According to the statistics by Beijing Bureau of Tourism, Forbidden City can accept tourists 15,580 per day and in holiday the amount can arrive 100000. Obviously, it is a considerable income. Moreover, historical buildings' cultural and spiritual values are invisible which can not be calculated with money. Visiting historical buildings, we can appreciate the intelligence of our progenitor, gain encouragement and be proud of our national culture. Thus, we must cherish these cultural legacy other than spoil them.

Above all, we should not destroy historical buildings in order to carry out the plan of modern development. Because the historical building is the record of evaluation of human culture, once destroyed, never restored again.
