题目:ISSUE 56 - "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."

As the advent of information age, the explosion of information bring soaring development to the society. At the same time, more urgent problems come along with progress have come about. Whether the government should focus more on solving the immediate problems or place more emphasis on the anticipated problems becomes a slippery problem encountered by the political leaders. Taking the benefits and disadvantages of both aspects into consideration, I cherish the belief that the governments should find a balance between the two sides.

To begin with, some immediate problems are so urgent that cannot be ignored or laid aside; otherwise, the society would be in disorder. A recent example will be proper to illustrate this point. In 2003, a terrible disease became epidemic around the world. Every person was panic of being infected by SARS. If the government did not take any measures but only put all the money and energy on trying to avoid the happening of lurking problems at that time, the world would be destroyed by the infection by then. The similar emergency also happen in nowadays. As the so-called "the graying of America" calls attention to the difficulties of caring for growing numbers of elderly in American society. The problems have been focused in that an inappropriate solution may result in poverty, social insecurity, even political inequality. Consequently, there is no doubt that governments should pay attention to the immediate problems and apply pragmatic and intellectual methods to deal with them.

Nonetheless, to be an effective government, the anticipated problems of the future should not be overlooked. Only focusing on the current problems and leave the concealed problems which are likely to take place in the future is irresponsible to our descendents. For example, the energy resource in the world is not inexhaustible. The fact is that given the people utilize the resource without control now, there would be no energy which can be provided for the descendents. Fortunately, almost all the governments have realized such potential problems and advocate to make full use of the resource to pursue the strategy of sustainable development. Such instance can be easily multiplied. Education is such a problem whose benefit cannot be seen in nowadays but in the future. Japan is a successful example which can indicate the point most. The reason why Japan can resuscitate in such a short time and be constructed into a developed country quickly must be attributed to its excellent education before the second World War. When the well-educated students grew up to adults, they made great contribution to the science and technologies to push all the society forward. Therefore, some problems which may happen in the future also worth being emphasized.

At last, the government should build balance between the immediate and anticipated problems. In fact, not so much conflict lies in the two aspects as we imagine and sometimes they can be easily conciliated. An illuminating example is the greening project which can not only embellish the landscaping of the city, better the living standard of the people but also alleviate the degradation of environment. In this circumstance, both of the current and anticipated problems are solved by the project. It is similar in building a architecture. To establish a high requirement to the equality of a construction does not only benefit the people who will live in it but also lower the danger of being toppled down, which may decimate people, in some accidental earthquake or other disaster. Thereby, if the government pays enough attention and estimate both of the current condition and the possibilities in the future correctly, some solution which can meet the needs of the two sides can be conceived.

In conclusion, the government should not place too much emphasis on satisfying the current needs and become too myopic to consider the aftermath of the future. Nor should the government only concern with the future and ignore the nowadays problems. The best way is to find a balance between the two sides and take all pains to implement an effective and appropriate measure.

The problems have been focused in(on) that an inappropriate solution may result in poverty, social insecurity, even political inequality.

Only focusing on the current problems and leave(neglect) the concealed problems which are likely to take place in the future is irresponsible to our descendents
