TOPIC: ARGUMENT67 - The following appeared in a letter to the editor of a newspaper serving the villages of Castorville and Polluxton.
"Both the villages of Castorville and Polluxton have experienced sharp declines in the numbers of residents who pay property taxes. To save money and improve service, the two villages recently merged their once separate garbage collection departments into a single department located in Castorville, and the new department has reported few complaints about its service. Last year the library in Polluxton had 20 percent fewer users than during the previous year. It follows that we should now further economize and improve service, as we did with garbage collection, by closing the library in Polluxton and using the library in Castorville to serve both villages."

The argument conclude that the Castorville and the Polluxton should close the library in Polluxton and use the library in Castorville to serve both village. At first glance, the argument seems convincing, however, after carefully examination, I find it suffers from several logical flaws.
First and foremost, base on the fact that both of Castorville and the Polluxton experienced sharp declines in the numbers of residents who pay property taxes, the author falsely depends on the assumption that building a single that can be used for both of the valliges can save money and improve service. However, it is extremely possible that the sharp declines in the numbers of residents who pay property taxes is not result from the dissatisfaction of the bad service such as the garbage, in fact, the high rates of people committed crime, the inconvenience of the traffic, and the comfortlessness of the weather is the more actual reasons to account for the inclines of villagers.
Moreover, even assuming that the sharp declines in the numbers of residents who pay property taxes is caused by the bad service, the author cannot persuade me that the combination of the two garbage departments will be economize and improve its service. Firstly, the profit is a factor that not only involves the cost but also revenue. Maybe the combination of the two garbage departments cost a lot of money such as buildings; trucks etc. and offset the money it saves. Secondly, it may not improve its service, people in Castorville may consider that the doubled garbage in their village will bring more pollution to their village, thus leave the Castorville.
Furthermore, the author observes a trend that last year the library in Polluxton had 20 percent fewer users than during the previous year and assumes that this trend will continue in the following years. However, it is extremely possible that the trend will not continue, and the numbers of users may increase in the next few years.
Last but no means least, even though he combination of the two garbage departments will be economize and improve its service and the use of the library in Polluxton decreased indeed. The author claims that the combination of the libraries may be successful, because the conditions of the garbage department and the library are different. For example, people will have walked a longer distance to visit the library, and the library is inherently a quite place, if doubled people replete the library, people may not willing to visit it. Even assuming that combination will be successful, the author could not make the hasty generalization that closing the library in Polluxton and using the library in Castorville. To make his argument more convincing, he should make more market investigation and elect the best path.
