I agree with the speaker's claim, as I see it. When it comes to the behavior of a public official, one should undoubtedly agree that it is significant for them to always keep a high ethical and moral. However, it is also unnecessary to maintain tha highest ethical and moral standards.
Actually, ethies and morality rule is an essential standard that everyone should follow in daily life, especially for officeholders. Public officials are a principal part in exertion of public rights and providing serves to the public. Thus, they all take on an infortant task in their hands. If anyone unethical abuse one's authority, the trends of whole society will be anxious for everyone. Simply imagine you are one of the officers described as immoral, such as selfish, individualistic, avaricious and so on, what would you choose between personal interest and collective interest? Would you still be candid to adjust a case when recieving a heavy bag full of money? What will you do while facing a project that is harmful to citizens' healthy but do helpful to the development of your city's economy? Therefore, we can not expect an immoral leader to be an effective one.
Furthermore, a high ethical and moral criterion of a public official will help him obtain more trust and aegis from the concourse. Whatever else may be said, most people agree that a leader who has a high moral charater can be recommended and lead us well. On the contrary, once a leader was approved as unmoral, one will lose the whole public forever. Take President Richard Nixon as a typical example. The Watergate Case, which is hep to the modern society, revealed Nixon's dishonesty and improper operations in the reelection to the public. The direct result is that people in his nation doubted if Nixon was still reliable and had the qualification to be the President. At last, Nixon was impeached and became the first one in American history to resign during his term of President. It is rather obviously that Nixon is not an effective leader, no matter what he did in the last time.
However, maintaining tha highest moral and ethical standards is not so necessary for an effective leader. The chief reason is because that standard cannot do any good for a leader. What is more, it is impossible for a public official to keep so. Imagine being present a conference between some martial courtries, as the chairman of your country, will you answer honestly when your enemy state ask about your military resource? Certainly not. Sometimes, too much morality may lead tothe demise of your leadership.
In sum, to be an official leader, one should always hold high moral and ethical rules in mind. If so, it will not only make one effective, but also conquer a solid foundation in public. However, we should remember we need an wise leader, not a moralist. |
