43"To be an effective leader, a public official must maintain the highest ethical and moral standards."
Does a public official have the obligation of insisting the highest ethical and moral standards as long as he is intent to be a successful leader? As far as（两个as…as结构离得太近了，读起来会有些别扭，建议改变一个） I concern, it depends on which domain the public official belongs to. Yet, there must be disparities among social and spiritual field, political field and business field. Basically, I agree with the author's statement.
First we must know that Ethics （是指伦理学吧？不用大写的）represents the theory of right conduct and the greater good, while morals denote their practice. In other words, someone who maintains the ethical norms will not necessarily behave what he knows right. （这句话和前一句话是什么关系呢？不是说道德规范是以行为为标志的吗？不太明白。）
In the realm of social-spiritual field, the leader must be a excellent example who adheres to the highest ethical and moral benchmarks, so that the adherents will adore him, admire him, venerate him, especially follow every conduct of him. You must have ever heard of a brilliant guy(口语上很亲切的指“小伙子”的词，用在这是不是有点不正式？) who helped liberate the Indian people from British rule through nonviolent resistance, and is commemorated by his people as the father of the Indian Nation. Undoubtedly, this outstanding person is Mahatma Gandhi, who is bound to be one of the most estimable spiritual and political leaders of the nineteenth century, as well as a spiritual role model for another successful person, Martin Luther King, who is an American hero for his eloquence and efforts fighting to（against） the racial discrimination.（例子不错，不过应该把“非暴力不合作”运动所体现的道德规范和追求提出来会更有说服力）
When it comes to the political realm, it is a general demand that a public official must possess both ethical and moral standards so that he can be considered to be competent. It is highly possible that the public official will tarnish the name of his nation, attenuate the reliance of his people, and influence the implementation of his policies (ignoring the moral and ethical standarts). President Nixon, who withholds(withheld) the information about his active role in the Watergate cover-up（这句话没看懂，是要表达“阻止他掩盖自己在水门饭店的活跃角色的信息吗”？句型似乎不对）, shows(showed) a concern for self-interest above the broader interests of the democratic system and culminates （culminated）his resignation of a U.S. president. Another example of American president is about Clinton, who is famous for his sex scandal with Monica Lewinsky and in defiance of the societal
（social）moral standards based on love, honor, honesty, and duty.(基于……的社会道德？后面的可以改改)
One must consider the third type of field--business. The demand of a business leader is much more different. The most important characteristic of a successful businessman is the ability of maximizing profits not only for himself but also for his staffs and clients. Whether he has preeminent qualities（应该是想说有moral吧？直接说比较好，quality太广泛了，而且和题目没有关系） or not is no more improtant then the capability of bringing the firm durative and steady development. Though, it is better to achieve both.(both指的是durative和steady发展吗？指代不清) Furthermore, another vital requirement is that the business leader must pursuit their trade within the bound of laws, abide by which can he gain the opportunity to success.（整段都没有ethical和moral的字眼，完全没有点题）
In sum, from what has(have) been discussed above, we may finally draw a conclusion that a public official, especially the social-spiritual or political one, must adhere to the highest ethical and moral standards, while the business one need much to maintain his ability of maximizing profits except for insisting standards.
总结：这篇文章写得已经蛮成熟了，有很多词我都不认识，需要查字典来确定意思，划分领域也是很好的方法，有利于破题。首先是第二段，我不是很明白它与全文的联系，保持道德不必要做他们认为对的事情，我确实没有弄懂；社会精神领域的论述比较到位，但应该表现出当事人的道德行为；政治领域的两个反例证明了不守道德的后果，后面可以加一句if……这样的句子；商业领域有跑题的嫌疑；总结段应该升华一下，不是简单总结上文的观点。
