答案给的是AEG，但是为什么我觉得是AE对，第三个然后反正不是G啊
第三空看了个朦胧的大概意思：因此在（3）纳税赞助人的发起下，我们自愿进行了住房建造项目，虽然目的很光荣，但是收效甚小。【还是眼界有局限性？，成就的范围很小？啊啊啊啊啊啊！求翻译！】
那么为什么不是以纳税人的名义发起了balabala项目，收效不好。因为前文说了给穷苦人家盖房子是an act of private charity了啊。政府不支持，我们纳税人只好自己行善事啊，况且第二句说volunteer了啊，哪个volunteer不是赞助人啊。

taxpayer-sponsored initiatives 代表的是 shared civic responsibility, 和第二空中 act of private charity恰好相反。因此楼主认同二空的E选项后三空必然是absence表示否定。句意大体是由于60年代普遍认为为全民提供可负担住宅是政府责任，但同时应该以私人慈善但方式进行（而不是以纳税人税金支持）；现在的支持体系中因此不包含纳税人资金的政府投入；私人志愿房屋建设项目尽管动机崇高，收效和影响却很局限。

明白了，我把act of private charity理解成taxpayer-sponsored initiatives了。谢谢大神
