The following appeared as part of a memo from the manager of an automobile manufacturing company.
'Because the demand for our automobiles is expected to increase dramatically, we need to open a new manufacturing plant as soon as possible in order to continue to thrive. Our marketing projections indicate that 80 million people will want to buy our automobiles, yet our existing plant can only produce 40 million automobiles. The new plant can be opened on a part-time basis, with workers from our existing site rotating responsibilities, until an operational staff can be trained. A major airplane manufacturer was extremely successful using this part-time rotating strategy when it opened its new plant five years ago.'

In an attempt to continue to thrive, the author recommends that a new manufacturing plant should be established immediately. The evidence cited is that the supply amount of automobiles does not meet the need of people according to the company's marketing projections. Additionally, according to the success in a major airplane manufactures, the author suggests that part-time rotating strategy should be applied in the new plant until an operational staff is ready. This argument depends on several unsubstantiated assumptions and is therefore unpersuasive as it stands.

First of all, the author provides no assurance that the marketing projections on which the argument depends are statistically reliable. Without more information of those people who shows their interesting in our automobiles, we cannot assert that all of the 80 million people will buy our cars. Perhaps most of the respondents are students, they like our car but it might be impossible for them buy a new automobile within several year. Moreover, considering the price and the service, people who want to buy our products might not buy our automobiles, in deed. Without more information about people and their plans on buying new cars, the author's conclusion remains dubious at best.

At the second place, even if the marketing projections are reliable, the author provides no evidence that the only way to meet the customer's need --40 million automobiles more --  is to build a new manufacturing plant. There might be some other approaches to solve the problem, such as introducing new manufacturing lines in the old plants. Without considering such possibilities, the author cannot convince me that building a new manufacturing plant is the necessary way to meet the customer's demands.  

Finally, even if the author can substantiate the forgoing assumptions, without more information about the differences and similarities between airplane factory and automobile factory, the application of part--time rotating strategy in new manufacturing plant is dubious at best. Perhaps, the situation of airplane manufacturing plant is more suitable for part-time strategy while the new plant might locate nearby the older one, thus it is possible for the application of part-time strategy. Conversely, the case in the new automobile factory is in the verse side. Without ruling this possible scenario, the author cannot convince me that a part-time rotating strategy can be applied in the new plant.

In sum, in order to strengthen the conclusion, the author should provide more information the respondents in the marketing projects, and demonstrate that they are planning to buy new cars manufactured by author's company. Moreover, the author should give more evidence that the part-time rotating strategy is necessary and applicable for the new manufacturing plant.
