The application of change status from F2 - f1
was sent out at Apr.7th.

Receipt was received at Aprl.19th.

Approved letter with I-20 was received at Apr.28.

As it said in the letter, they received the  
application at Apr.12 and approved it at Apr.21.

It only took them 9 days (5 business days) to
process this application.

How amazing it is!

- Original I-20 and I-94
- Application form I539
- Offer letter with stipend stated
- Bank letter
- photocopies of passport identification pages
- photocopy of visa stamp
- spouse's I-20 copy
- Check $140
- a copy of my Chinese identification card with my translations
- a cover letter

I have a full-time TA but the money needed on I20 is a little more than
what the offer letter stated. Although the International student
advisor told me it is not needed to provide a bank letter, I still
sent one with my application. However, after I sent this application,
I worried a lot about my bank letter. Because I borrowed $7000 and  
saved it into my account on the day I asked for a bank letter, but
the letter said my average two months balance is about $1000 and  
the current balance is $8000. I had been afraid BCIS would not approve
my case because of it. However, it seems they did not mind it at all.
Besides, I did not provide any historical bank statement to them.

FYI: my coverletter:(many ppl said it is not necessary)

"I am applying to change my nonimmigrant status from F-2 to F-1. I have
been admitted for graduate study in the Department of XXX at XXXX Univ.
beginning with the fall semester 2003. It is required that I must be in the
status of F-1 to be a full-time student at XXXX. Hence, I am writing this
letter to request of changing my nonimmigrant status."

I also quoted a paragraph from my PS.

到INS转身份的时候,特别注意资料要全,否则补交材料会拖很长时间. 我的Check List 如
下:
CHECKLIST  

Required Material:  
1. Check for $140  
2. A letter to INS officer  
3. Completed Form I-539  
4. I-20 issued by Franklin Pierce Law Center  
5. Admission letter  
6. Photocopy of my passport and visa  
7. Original Form I-94  
8. Monthly Bank Statements and certificate
Additional Material:  
1. Marriage Certificate
2. Photocopy of my wife's passport, visa and Form I-94  
3. Photocopy of my wife's Form I-20

我4月20号寄出,4月28号通知我于4月24日收到,5月12号上网查询得知被批准,5月16号收到
分开回寄的I-20和I-94.

现在收到信要我补材料，

提供最后四个月的银行流水帐，
如果要每个月的流水帐都有足够的资金的话，要等到8月份去了；
所以，
1。 是不是必须交四个月？三个月行不行？

2。 如果交四个月，前面出现资金突然增加，是不是必须有合理解释？怎么解释比较好？

3。 如果我现在拿到了奖学金，可不可以提供奖学金证明，而不提供银行证明？以前有没
有这种先例的？

另外，"Submit evidence to establish that you have a residence abroad to which
you intend to return." 是不是提供国内居住公证就行了，还要其他的吗？

Dear Immigration Officer,

I came to the USA last year as an F-2 dependent. Now I am admitted, with the
full fellowship, into ***** University School of Management as a PhD candidate
in Business Administration. In order to complete my PhD program with full-time
study and accept the doctoral fellowship granted to me, I’d like to apply for
an F-1 visa and enjoy its benefits and responsibilities.  I hope I can get
your approval.

Included in this package are the documents required for my application for
changing non-immigrant status from F-2 to F-1.

May 1st, they got the documents, and approved in Jun13th. Live in PA, and
University is in Oh, but we insist to send the documents to Vermont, so the
university agree that. Good, can begin to look for the apartment there. (we
did not get funding from univ)

on May 29th, NB got my documents, and approved my case on June 11th. today
June 16th I got the returned approved notice,I-20 form and I-94 with stamps
from NB.I live in MI, and support myself. Good luck to all you guys have the
same situation like me.

我的收据日期是5月20号，网上显示6月11号通过。今天我们学校iss的
人通知我他们受到approval letter了。我是非敏感专业，全奖，iss给
办的。尽管我的收据上显示我的case需要30-165天，但是奇迹还是发生
了。我觉得我很幸运。

以下是我的情况， 希望对大家有帮助。
1。 全奖
2。 I-94 只寄了复印件
3。 Proof of residency, 我把户口本复印了一份， 找了个certified translator (黄
页上找的）给翻译了一下。 花了不少银子。
4。 结婚证是中文的， 就自己翻译了。省点钱。
关于翻译中文文件， 我给BCIS打过两次电话。 第一次被告知找个能翻译中文的就行，  
第二次被告之一定要certified translation.  

5。 我要去的学校和家庭住址属不同的管辖区。 我给BCIS打过几次电话，都被告之要在
家庭住址所属的管辖区转。 但是学校告诉我的却相反。 我没听学校的。

最后批评一下BCIS的HOTLINE。 有时候自相矛盾， 并不是很权威。多问两句态度就变得
很差。

4月3号receipt，6月24号approve。刚刚查了网上状态，说14天之内应该收到纸面的信！
