Issue 69

This issue leads us to a topic about which kinds of roles the government plays in the scientific development. And I agree with the speaker that the government should give few restrictions on scientific research, but enough policy and financial support to the advancement of science.

To begine with, sometimes the government cannot be clear about the meanings and potential use of some scientific research. The advanced nature of science determines that only those with strong academic background can have deep and specific understanding in some scientific fields. The government, on the contrary, may be sensitive to application of applied science, but less aware of the great future of some apparent idiosyncractic disciplines so that makes some restricts on them. Thus it is not difficult to understand that some inappropriate intervention of the government may hinder the efficient and free development of those kinds of science. If this is the case, the government just plays a negative role in scientific history.

Then we may wonder, whether the government should let alone the scientific development completely? The answer is Not. As in modern times, the science cannot get a fast and smooth development without the policy and financial support from the government. Nowadays the complexity of science research requires the cooperation of experts in different areas or even different countries, only by the organization of government can they build up a close relationship and exchange their ideas. Similarly, the government can also provide fundings to the scientific research in order to help the scientists to solve some tough problems.

Besides, somestimes the guidance of the government should be involved if the new scientific research may lead to some ethical or social problems. In other words, the government should be helpful in making new moral standard as new social phenomena appear with the help of scientific technology. Just in medical field, there have been so many topics about the ethical problems caused by the advanced medical technology, such as made man. The scientists, who are dedicated to one specific area may be not concerned about the social problems caused by their now innovations. In these cases, the government is needed to give some meaningful restricts.

To sum up, the function of government is significant and irreplaceable, as only the government can provide necessary policy and financial support to the scientific development and help to solve some potential social ethical problems. But the governement still should not place too many restricts on scientific research.

Besides, sometimes(sometimes) the guidance of the government should be involved if thenew scientific research may lead to some ethical or social problems. To sum up, the function of government is significantand irreplaceable, as only the government can provide necessary policy andfinancial support to the scientific development and help to solve somepotential social ethical problems. But the government still should not placetoo many restricts on scientific research. （政府的作用不能被替代，但还是和是否要restrictions无关啊！最后一句联系主题了，）
