1/有些费解,不过bcde肯定都不对。只能是a了。a想说的似乎是:没有建设防洪工程的地方都是些不经常发洪水的地方,所以它们遭受到的洪水损失当让要小于建了防洪工程但经常发洪水的地方。

11/c好像是比较容易得出的答案。题干说保险公司可以lower their costs by subsidizing psychotherapy and thereby encouraging people who have stress-related disorders and are not now using psychotherapy to do so,那就意味着假定了subsidizing psychotherapy的成本低于medical treatment成本。

11/这是一个排除他因的加强题。病人不来医院的原因可以很多,比如(a)社区居民健康得很根本不生病、(b)交不起医疗费、(c)医院医疗设施太差、(d)个人诊所的竞争、(e)医疗技术太低,为了加强结论,必须选c来排除其他四个条件abde,来表明结论是正确的。

12/bde都是没有根据的。我一开始选的是a,看见答案后想了想,c应该更好,因为c有更多的题干信息支持。注意到提干中说interest on this debt is then a significant fixed cost,那么利息=cost,所以如果c条件满足,cost较低,那么就可以有利可图了。不过总的来看这道题有点含糊,还是认为a也有一定道理,因为a只是说can be...,是一种可能性,不能轻易排除。
