挪威STAVANGER为什么硕士在读不让申请奖学金

当初本科想去那里，结果说要毕业证，现在硕士在读，而且托福没过期，就想试试还有没有奖学金，结果看到悲剧的网页上写的Please note also that applicants who have completed or are in the process of completing a MSc degree will not be considered for a scholarship/admission. The faculty´s policy is not to offer financial support or to prioritize admission to students under this category.这学校也太变态了吧，变了法不给奖学金啊  呵呵
