If you know for sure that you want to become an actuary, then I sincerely recommend that you take an undergraduate degree rather than a graduate degree. I can't conclude whether it is easy to find a job as an undergraduate fresh grad. It really depends on your personality, your ability, and the resources you have. I have seen plenty of people who can not find a job even after a few years of graduation. I have also seen plenty people who have no problem finding one. But I can almost assure you that it is easier to find a job as an undergrad than a master, given that you don't have relevant experiences.
My recommendation is to better prepare yourself when you are still at school, like I suggested before. Also, if you can help, try to get into a nicely set up program that provides more opportunities.
