I basically agree with the statement that an individual must account for their own actions and the milieu in which one live has an impressing effect on his or her behavior. However, I strongly disagree with the opinion that the concept of 'individual responsibility' is a necessary fiction. In my observation, both outside forces and one's own making play a large part in forming people's behavior.

First of all, it must be admitted that the environment of one's life can make deep impression on our behavior. First, we learn from the environment, consciously or otherwise. An child learn to talk and walk by imitating the activity of his parents and as he grows up, he learn knowledge, skills, and ideas from his family, teachers and communities that are around him, which will determine his behavior and outlook. At the same time, as a unit, a society tends to affect the behavior of its members in order to keep it as a whole through transmitting some common ideas and values called culture to its members. Thereby, the behavior pattern of an individual is inevitable be regulated by the society. For example, crime activities is always prohibited by law and patriotism encouraged.

But before leaping to the popular conclusion that people' behavior is largely determined by power from outside not of their own characteristic, it may be well to look more closely at the matter. The role of disposition in forming one's behavior should not be ignored. Why some people who are not well-to-do themselves would like to help others as far as they can while some sociopath would harm others as their path to joy? There no outer forces compel them to do so. All go to show that the traits of people have equally strong imprints on their behavior patterns.

Another analysis should be added that the effects that environment put on people are also influenced by their makeup. The environment girding an individual is a rather complex wrap-up of diverse viewpoints on various issues, good or evil, moral or immoral, and orthodox or heterodox. Then, it is up to one to analyze and determine which sides he want to stand by or to develop his own positions on these issues, in which one's character features will have an overwhelming role. In other words, it is due to people to response to the condition. For instance, in the case of the issue about the role of science, an optimistic person may more likely believe that, by and large, science will do good for human beings while a pessimistic one may approve the opinion that science will destroy us.

To conclude, as a member of a society, one's behavior is bound to be subject to outside forces--culture. At the same time, any individual is a distinct one who fundamentally differs from others in makeup so that his behavior is also a part of his own making.
