Thank you for your message regarding the use of the word "high school" in a
TOEFL writing topic. You are correct that the term "high school" can be
understood differently in various cultures. However, receiving a high score
on the essay does not depend on whether one understands a high school as
being at the university or secondary level. No candidate would be penalized
for interpreting "high school" in a non-North American way. Raters evaluate
the essay based on the TWE scoring guide and would focus on language use,
development, use of details to support points made, organization, and word
choice in the argument that is made either for or against the proposal that
students may take only the courses they like.
