我的问题是：1.第二段中那个game theory 与这一段的开头句和它后面的句子是什么关系，我没太理解它是个例子还是什么？在这段这个game theory是起什么作用的？
                     2. 为什么选E？

game theory属于经济学 经济学属于social science 所以game theory在这里是举例说明social science实际的应用
我不太理解 E选项里的 two evils 是哪两个evil

首先，吐槽一下排版。。。有好多的两个单词连一块儿。。。读着真难受。。。==！
其次，楼上说的是对的。文中的大意是 game theory 一经问世就被 pressed to 应用到国际关系实践中去了，并没有经历评估与检验。但作者认为这个并不是指 social science 被 over utilize 了，而是因为政策制定者的需要——他们需要时时刻刻不断地做出决策，而政客感觉到与其没有任何理论来依靠，不如先就把还未经过证实的理论依据（就是上文所说的 game theory）拿来应用。

two evils 就是 指的我楼上说到的两方面：
1，没有任何理论来依靠
2，有理论，但没有经过证实，就直接拿来应用

而E选项中的 the lessor of two evils 就是指的两恶相较取其轻，政客就采取上述两个“evil ” 中的 lessor 了
