原题：7) Some people believe that government funding of the arts is necessary to ensure that the arts can flourish and be available to all people. Others believe that government funding of the arts threatens the integrity of the arts.
Write a response in which you discuss which view more closely aligns with your own position and explain your reasoning for the position you take. In developing and supporting your position, you should address both of the views presented.

我的思路：1，政府对艺术的资助主要作用于拉近市民与艺术的距离，如建设博物馆、美术馆、大剧院等；2，政府资助艺术可以促进经济发展，形成良性循环，举例建设艺术产业园区拉动经济；3，政府对艺术的影响可以采取一些手段来避免，比如说仅仅资助严肃艺术serious art forms，如歌剧、芭蕾舞表演等，而避免商业艺术commercial art forms，如音乐剧，流行舞蹈等。

讨论后的思路：1，政府的资助是很重要的；2，为避免干预，政府可以建平台、在硬件上投入，支持艺术发展；3，政府在资助艺术家和艺术团体的时候，可以把钱交给行业内部评选出的第三方委员会NGO来进行操作。

规律和方法：避免一些无法界定清楚的概念，如本题中的serious art forms和commercial art forms。

开头段：

Funding is quite important for the development and popularity of arts, while the various sources of funding are the major concern of critics, especially for the government funding. Although it can help to improve the acceptance of arts and support artists at the early stages, government funding is just a nice to have for arts development and may impede the freedom of arts.

Museums are the key channels to spread the sense of arts in people. There, people can directly access numerous master pieces , most of which are bought and maintained by government funding.
大部分的博物馆都是非营利的，需要依靠大笔的政府资助才能持续购买并保护艺术品，并且向公众开放，增加艺术在人民中的接受程度。

Meanwhile government funding can be allocated directly to the artists before they can support themselves by their works.
在艺术家成名之前，很多人的生活非常窘迫，政府部门的资助可以帮助他们获得稳定的生活，安心创作。

However, if government funding is a must for art development, what if we don’t have enough funding from governments?
可以举例说明在政府资助很有限的情况下，历史上很多时候仍然有大量的艺术家和艺术精品涌现，比如动荡的南宋时期，以及中国民国时期。一方面可以说明钱不是艺术发展的必要条件，另一方面也可以举例说明民间资本对艺术的资助也可以起到推动作用。

Freedom, as a key prerequisite for art flourish, may be impeded by government funding.
自由创作才是艺术繁荣的真正基础。政府资本的过多参与，必然带来更多的政府意志。例如很多带有明显政治宣传倾向的文艺作品，其本身的艺术价值已经大打折扣。
