Logic:
1. If you can get into the top EU one which have placement ability in US, you are very likely to get admission from those US one. (e.g. Duke, LSE, CEMFI.........). One will prefer EU one as in general they have lower cost, and US one is they want the brand name, in additional to location preference issue.
=> As OP don't care about $$, and really care about the PhD placement in US, so should apply mostly in US.
2. 2nd tier. tons of 2nd tier econ school host master in econ both in EU and US. but mostly their reputation (academic) are bounded within their own region.

As far as I guess, OP's profile is not really solid enough (maths and letter) to ensure an admission in a top master (and not really that much top econ master over the world: most top econ school are in US, and most of them only offer PhD), and thus it is very likely that OP will end at a good econ school in US.
Sorry to be harsh, but you dont have the top-enough background that allow you to be too picky.
but as long as you are willing to pay $$, and quite some US econ department are offering econ master (for $$), it will not a big concern.
just work more on the list, and look into a couple more......
