Government should not fund any scientific research whose consequences, either medical or ethical, are unclear.[/B]


Is the government responsible for funding the scientific research if its consequence is not clear? In my opinion, it's one of the government's functions to fund the researches. Also, the cost and benefit of the researches should be considerately weighed.

Admittedly, no one knows the exact result of the scientific research. It's hard to predict its consequence or effect on human. However, the aim of the research is to explore the unknown world and make it benefit ourselves. To carry out the scientific research is to make the world clear. While the result or the benefit of the research is not immediate to us, the profit-oriented businessmen may not be so long-sighted to make the investment. As a result, the government is more expected to take the responsibility for funding the research. Some researches may take times or the benefit is not so direct to human, such as the research on astronomy, yet, it asks for more patience and support since the research will forward the frontier of science knowledge for mankind and its final benefit will be significant.

What's more, although it's necessary for the government to fund the research, the result and the effect on human should be well concerned.  The government should supervise the application of the scientific research and stop those may be detrimental to us mankind. Take the Genetic research as an example, on the one hand, government's fund has significantly made the research a brighter future on medical use. Several unprecedented transplanting from animal’s the organ has been reported successfully grafted on human. On the other hand, some malicious application of Genetic research such as making "Superman" has aroused the heating discuss. In my perspective, the government should stop such research which may cause the ethical disaster for the mankind.

Last but not least, since the government is confronted with a large amount of problems that need to be addressed immediately, the money should be spent wisely and the cost and benefit of the research should be well weighed. I concede that many results of the researches will carry out a significant effect on mankind in nearly all aspects, such as the efficient communication, convenient transportation, the powerful medicine and therapy, etc. Also, I admit that we should take a long-term perspective on the benefit of the research since the result may not be so quick.  However, is it really wise to put the astronomical amount of dollars funding the unclear researches and leave the other clear problems such as poverty, hunger, employment unsettled? So, the exhausted resources force the government to have a good balance between the cost and the benefit of the researches.

In sum, the government should fund the scientific research if its application is beneficial to human. Also the cost and benefit of investment need to be weighed.
