exception 那题跟 average annual 是同一题么？
那题大概结构是
exception +俩并列的介词短语，一个完整句子

所以我觉得应该把exception改为 except ，except是prep.

选项里面有since, and, with,题干好像是Ａis the only deliegate to the XXX (    )an articulate leader.....什么的
