题目：ISSUE190 - "As long as people in a society are hungry or out of work or lack the basic skills needed to survive, the use of public resources to support the arts is inappropriate-and, perhaps, even cruel-when one considers all the potential uses of such money."

观点：在有困难的情况下仍应该支持艺术发展
第一：承认艺术对人们生活来说并不是必不可少的
第二：艺术对人们还是有些作用的
第三：在完全解决了物质生活问题后再来支持艺术是不可行的，因为完全解决物质生活问题不可能。
Are resources spent on arts misused when there are some other projects necessary to be supported for the basic need of human-beings? As the assertion of the speaker, resources should be used in places where essential for living other than in arts if there are such places. I would admit that art is not the basic need for a people but arts should be supported even though there is some shortage in material lives.
In the first place, art is something different from material that is not indispensable for an individual. To make one's life sustain, one would no doubt use food and clothes, hardly would one live long without either of them. When turn to art, however, it is completely different because it is something selective, one would still survive without it. Take the development of the human-beings for example, those lived in ancient time just took efforts to find food, they did not know art then, but, they had survived. Still in modern time, there are plenty of people who do not access to art, those living in remote areas, those too poor to afford arts, and those show little concern on art  are the groups live without arts. So, it is possible that one live without art and art is not the basic need for one's life.
On the other hand, however, arts have certain functions that benefit one's life. At first, Arts comfort and relax one's body and mind. When seeing a comedy on weekends after a week of work, or listening to some beautiful music after nerves study, one would find itself quite better, and that is the function of some kinds of arts to help relaxing. Secondly, art can be a medium of education and mind spreading. Mona Lisa, the great work of da Vinci, show the mind of the author with famous smile. Some cartoons are made and shown ironically to educate the public about what's true. So art has its function that benefits people and support art is a correct need.
Besides, it is impossible to make sure that there is not any need of resources to support basic need before we spend the money on arts. There was not and is not any society without any poor, without someone suffering from hungry or without someone who lose their jobs. But, arts have been developed long ago and show their flourish during several periods of the history. So, money should not be constrained to spend on art for just this reason, because the problem of poverty is an ever-lasting problem.
All in all, resources should be carefully used to support art though art is not basic need for an individual, and even there are some potential other uses of such money. We should not constrain the development of art because of the need of our material lives, for arts will equally benefit the society.
