TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."
限了自己1个小时,还是差最后一段没完成。
1、a public official with high ethical and moral standards能够赢得人们的尊重,使其工作更容易开展。
2、违反ethical and moral standards的理论或实践是与人民的意愿相违背的,注定失败。
3、在私人生活范畴内,没必要要求这么高。人们在意的是领导的工作成绩。
Since it is widely accepted that ethos and morality serve to regulate or direct human behavior, a public official is expected to maintain high ethical and moral standards. To my point view, possessing such standards is critical for an official to be an effective leader; however, in some aspects, it is not essential to request the standards strictly to be highest.
Admittedly, a public official with high ethical and moral standards gains respect from his people, because maintain the standards, he tends to use ethos and morality to solve problems, which mostly base on public interests. As a result, people benefit from his dedicated work. Consequently, the public supports him and follow him, which facilitate him to spread his thoughts and realize his plans. The best example of an ethical and moral leader I think is Nelson Mandela, the South Africa former president, who devotes his life to fight against racial oppression. His lifelong dedication for human rights and racial equality won not only a Noble Peace Prize but also people’s respect all over the world. Being an effective leader, such public official like Mandela is favored by most of people.
Furthermore, when political theory and practice come into contradiction with ethos and morality of people, they lose efficacy and are doomed to failure. Unjustified political system which is discordant with people's moral feelings indicates crisis in the society. We still remember the unfair time for the Blacks in America. When taking a bus, the Blacks had to sit at the back of coach and offer seats to the Whites. The unequal regulations finally resulted to campaign against racialism in the United States. In addition, living in this era of hi-tech, consider that technology like human cloning is still prohibited, we feel lucky that our public officials keep calm in their minds instead of abusing their rights to satisfy curiosity, which will otherwise bring unconceivable ethical problems.
However, in some aspects, it is unnecessary and impossible to demand a public official to maintain an ethical and moral standard that is highest, after all, everyone makes mistakes. A leader's job is to meet the needs of people and improve the system of a society in his district, state or nation. People pay much more attention to what a public official does for the whole society. Consider the Bill Clinton's scandal with Monica Lewinsky. At that time, his opponents expressed amazement of his maintaining high approval ratings for the job he was doing as president. Because people hold a special language to judge which public figures are morally good and which are not. As nobody is utterly good or bad, it is unfair to demand that a public official should maintain highest ethical and moral standards in their private life.
In conclusion, everyone has two selves----public self and private self. It is essential to maintain high ethical and moral standards for a public official in his public self, as his work is important for social development. However, the private self of an official doesn’t have to obey the standards strictly.

TOPIC: ARGUMENT64 - The following appeared in a memo from the Dean of the College of Education at Omni State University.
"Only seven of our state's high schools offer even one course in Latin, but over 80 percent of the graduates who study Latin at those seven schools enroll in college. Furthermore, a recent study shows that students who have mastered Latin perform much better in logic and critical thinking. Thus, in order to increase the percentage of our high school students who graduate from college as well as to ensure that they receive a better education in critical thinking, Omni State University should begin an intensive program to prepare our future teachers to teach high school Latin."

According to the memo, in order to increase the number of students who may graduate from college and receive better training in critical thinking, dean of the College of Education advises beginning an intensive program to prepare future teachers to teach high school Latin. The writer cites a statistic and a conclusion of recent study for supporting the advice. To my point of view, however, the recommendation is lack of close scrutiny.
To begin with, I pay attention to the statistic of 80 percent which reflects a high proportion of students who study Latin at those seven schools enroll in college. Such statistic is insufficient to demonstrate the efficacy of Latin language in helping the students go on education. As we all know, each college has several requirements on prospective student, including transcripts, scholarships and rewards, study interest, ability of doing research and so forth. Admittedly, mastering Latin is a useful tool in studying and helps a student expand his research sight, especially in studying of science. Nevertheless, a good command of Latin language is not an indispensable factor among colleges' admissions. As far as I considered, the students who involve in the percentage of 80 should be also excellent in other aspects. In short, it's not merely the language of Latin that provides them with access to college education.
Furthermore, following the statistic, a conclusion of recent study is compactly presented, which is also unconvincing. The writer fails to offer any information about the study, such as learning ability of the students involve in the study, their favorite subjects, ranking in school and so forth. Perhaps the students are all outstanding ones in each high school and interested in mathematics, who are naturally perform much better in logic and critical thinking. Consequently, it is hasty for the writer to conclude that those students' excellent thinking ability results from mastering Latin.
Finally, for increasing the percentage of high school students who graduate from college and receive a better education in critical thinking, taking such a program is lack of consideration. As I mentioned above, colleges concern on several elements of their prospective students, whether a student masters Latin is not critical. In addition, since not all of the students are interested in Latin, forcing them to take Latin lessons is not necessary. Therefore, it may conduce to a waste of preparing future teachers to teach Latin.
In conclusion, reasons of beginning such a program presented in the argument are not substantial and the program is arguable. It's schools' responsibility to provide a student with balanced education, which means offering diversified trainings instead of focusing on one skill. Thus, the possibility of a certain student to go on education in college may increase, meanwhile, their logic and critical thinking may improve.
