How to learn spoken English ?

Hi!  I  am a junior school student  in China. I just want to learn spoken English,it is not hard for me to temember phrase.but there are seldom people can speak it very well. even my teacher not so good at spoken English,especially speak or listen to foreigners.How can I improve it?   
If you want to give me some advice, please write in normal English,not in local English.
